The Board of Public Works of the City of Richmond , Indi ana, . met in regular session at the office of said Board Monday April 2nd , 1917, at 9 o' clock A. M. All the members of said Board being present, _Messrs , B.avis , Marlat.t and McMinn. The -following proceedings were had, to-wit :.- The Board adopted Improvement Resolution No. 539-1917 , To con- struct a Dam and Screen House for the Municipal Electric Light- - ing and Power Plant , and. directed the Board to advertise for bids ' for same. • • The Board direct the Richmond City Water Works , to extend their water mains in North "F" Street , from 10th to l2th Street and from 13th to 15th Street , the City to ord-er hydrants enough to make up the deficite in revenue required. • The Board - received the following communication, to-wit : - GenGentlemen : - In 're-ference to the- demand of the -citizens & your request 'that the Company place guards at•the 'rump-Xing -Stati on and Reservoir , we wish to advise you that this will require at least 6 men, this will mean a monthly expense of apprx. $500.00 not including necessary equipment, and means -of transporting the • guards for the reservoir. The revenues of this company will not be sufficient to provide for this expense. This Company is ready to assist in' safeguarding' of property that is vitally necessary for the life & protection of this City, but feels it should not be asked or required to . assume this entire expense . Other com- munities are having this service done . by State troops , and this Company feels that public property in this ` city should be pro- tected by similar means. If troops from the Indiana guards are not available, Richmond shouldbtake st eps to raise the necessary . • troops to guard her interests. This Company has no desire to shirk its responsibilities in this critical time , but wishes to pre sent this matter for your further consi derati on. We are , Yours truly, Richmond City Water Works ,H. A. Dill. - The Board deci ded to take no acti on on the above letter, pen- ding the action of Congress on the German situation. The Board directed the Finance Department to pay to Harding, • Slattery & Buchannan , the 5 % due on contracts under Improve- ment Resolutions No. 444-1915, amount $519.35 , No. 472-1915, amount A747 .08.
