CONTINUED MEETING OF APRIL 17, 1989

At 7:18 p.m. Mayor Latta reopened the continued meeting of April
17, 1989.
Planner Waldock spoke in reference to the Conroy property (Kelly
Automotive), located on Route 30. The Plan Commission has
reviewed the Annexation Agreement and is recommending approval of
the agreement with a B-4 zoning as requested.
L. Kelly moved to adopt Ordinance No. 1220 Authorizing The
Execution Of A Certain Annexation Agreement Between The Village
Of Plainfield, Illinois And .William F. Conroy And Maxine M.
Conroy. (Commonly known as Kelly Automotive.) Seconded by J.
Bootz. Vote by roll call. Bootz, yes; Lewin, yes; Ke11y, yes;
Gullicksen, yes. 4 yes, 0 no. Motion carried.
Planner Waldock spoke in reference to the Bill Jacobs Annexation
Agreement. This is the Jacobs Old/Chevrolet Dealership along
Route 30. Plan Commission has reviewed the Annexation Agreement
and recommends the approval of the agreement which includes B-4
zoning as requested. He pointed out that all Board Members have
received correct pages with corrected Trust #3393 (page 1 and 9
corrected pages).
L. Kelly moved to adopt Ordinance No. 1221 Authorizing The
Execution Of A Certain Annexation Agreement Between The Village
Of Flainfield, Illinois, And First National Bank Of Joliet As
Trustee Under Trust No. 3393. (Commonly known as the Jacobs
property.) Seconded by D. Gullicksen. Vote by roll call.
Bootz, yes; Lewin, yes; Kelly, yes; Gullicksen, yes. 4 yes, 0
no. Motion carried.

Planner Waldock spoke. in reference to the Sehring/Harshbarger
property. This property is located along McClellan Avenue and
Renwick Road, with frontage along Route 30. The Flan Commission
discussed the specific zoning and their recommendation was the
Annexation Agreement be approved with the amendment to the
agreement to specify A-2 Residential zoning where B-3 was
purposed by the applicant. B-4 zoning would be established in
accordance with the proposal for the westerly 457 feet as
specified in the agreement. The Plan Commission stated A-2 for
this parcel is in accordance with the Comprehensive Plan land use
projection. A-2 is moderate density residential, single-family
and townhouse type of development, three (3) to six (6) units per
building. D. Gullicksen stated he cannot see
townhouses/apartments in that area. Mayor Latta stated she
believes the neighbors in that area wanted Residential A-2 rather
than B-3. L. Kelly stated, at the Plan Commission,' the people
expressed they would rather have A-2 than B-3. J. Bootz
expressed his concern of the amount of cars from approximately
100 units. There could, be 200 cars, most of them coming and
going at the same hours every day. Attorney Craig Wright stated
B-3 is the proper zoning far this parcel. D. Lewin questioned
what uses are permitted in B-3? Planner Waldock read from the
Ordinance the uses. Mayor Latta stated the developers have
agreed not to have any access onto McClellan Avenue because of
the condition and width of the street. With the Subdivision
Control Ordinance and the Site Plan Review, there will be enough
buffering to protect the homeowners in the area. Planner Waldock
stated we have a much closer control on land uses than the County
would have. They (County) do not have Site Flan Review
Regulations or buffering and screening that we will have through
the Site Plan Review Ordinance.
D. Gullicksen moved to adopt Ordinance No. 1222 Authorizing The
Execution Of A Certain Annexation Agreement Between The Village
Of Plainfield, Illinois And First Midwest Bank/Illinois F/K/A
Union National Bank and Trust Company Of Joliet, As Trustee Under
The, Trust No. 42 Dated September 8, 1959. (Zoning B-4 and B-3,
Sehring/Harshbarger.) Seconded by J. Bootz. Vote by roll call.
Bootz, yes; Lewin, yes; Kelly, yes; Gullicksen, yes. 4 yes, 0
no. Motion carried.

D. Gullicksen moved to continue this meeting to Monday, April 24,
1989 at 7:00 p.m. far the purpose of the Annexation Agreements
for Parks T and Parks II, with the Workshop to follow. Seconded
by D. Lewin. Voice vote. 4 yes, 0 no. Motion carried.
