At 7:02 p.m. Mayor Latta opened the meeting.
D. Lewin moved to hire Lisa Lawrence as a full-time Dispatcher
effective March 28, 1989 at a rate of $6.36 per hour. Seconded
by D. Gullicksen. Vote by roll call. Kelly, yes; Dement, yes;
Gullicksen, yes; Bootz, yes; Lewin, yes. 5 yes, 0 no. Motion
carried.
K. Callanan arrived at the meeting at x:20 p.m.
Engineer Robert Robondo spoke in reference to the developer's
recapture of designated construction casts (sewer and water
mains) in Lakelands Subdivision. Engineer Robert Hamilton spoke
in reference to costs for installation of oversize sewerage
lines; down Naperville Road, across the DuPage River and aver to
Route 59. He gave three (3) options. The unknown is the amount
of rack that must be dealt with. We won't know until the borings
are done. Mayor Latta stated the ordinance states the sewer
lines must be extended to the northern edge of the property. Mr.
Hamilton stated a lift station could be installed at the northern
edge of Lakelands. Mr. Hamilton stated the water extension would
be from Route 59 down 135th Street to Naperville Road. He
expressed estimated costs for the extensions. Mayor Latta stated
to summarize a 10" water line would be minimum and 12" water line
would care for the oversizing and the cost for the Village would
be approximately $60,000 and the $210,000 to the developer. The
sewer, with not rock, $210,000 up to $250,000. G. Clark stated
it would not be fair and equitable for his development to run the
loops for water. Attorney Dave Ruttle stated he has negotiated
with the developer. They agreed if there was any out-af-pocket
cost in the part of the Village in securing the easements, they
(developer) would pay their proportionate share based upon the
construction costs of the sewer and water lines. There were

corrections and additions made to the Annexation Agreement (draft
on Lakelands): page 6(b) Roads - and Village shall have no
responsibility whatsoever far the maintenance, "snow removal" and
repair thereof; instead of the word townhouses, it will be called
"attached single-family"; instead of PUD the language will read
"mixed use variable density residential devel__opment"; page 21
(pp) In no event shall the "construction" cosh to be reimbursed
by the Village, pursuant to the terms of this Agreement, exceed
"$500,000". Attorney Ruttle stated the Public Hearing on this
property has previously been held and adjourned, for the record.
Mr. Gary Pausan, 912 Pearson, Joliet, Illinois, representing the
"Minus 300 Club". He questions how the Village plans on getting
contiguity to the purposed site. Attorney Ruttle stated this
Annexation Agreement does not require that a petition for
annexation be filed simultaneously with the execution of the
agreement. Therefore, at the time of the petition for annexation
is to be filed, I assume there will be sufficient contiguity with
the Village.
K. Callanan moved to approve the Annexation Agreement (Lakelands)
and authorize the attorney to prepare an ordinance authorizing
the President and Clerk to execute the agreement. Seconded by L.
Kelly. Vote by roll call. Kelly, yes; Dement, yes; Gullicksen,
yes; Bootz, yes; Lewin, yes; Callahan, yes. 6 yes, 0 no. Motion
carried.
D. Lewin moved to adjourn. Seconded by L. Kelly. Voice vote. 5
yes, 0 no. Motion carried.
