The Board of Public Works of the City of. Richmond , Indi ana,
met in regular uessi on at the office of said Board Monday
January 15th , 1917, at 9 o' clock A. M. All the members of
said. Board b ei ng pre sent, Messrs , Bay is , Marlatt and McMinn.
The following proceedings were had , to-wit.: -
A petition signed by K.D. Cabinet Co . , and 69 others , re-
questing that an electric light be placed in Center Street
between Northwest 2nd & 5th Street , was presented and on
moti on taken under advisement.
The City Attorney , presented written report in the matter
of controversy between the Starr. Piano Co. , and City Light
Plant , in matter of old wat er r.i ght bi 11 and discount on
electric bills , giving as his opinion that the Starr Piano
Company, owed the Light Plant the amount of w42.32 . which
was on moti on accepted , and the following letter was .dict-
ated and ordered sent to said Piano Company by the Board ,
to-wit :

Gentlemen : -
Resultant of an i.nvesti gati on, Trade by the Board
waded by the City Attorney , in the controversial points be -
tween yourselves & the Sup' t , of City Light Plant , we find
the following grounds as a basis of adjustment ;
First : We acknowledge liability of 25.00 for wat er ri ghts
for year ending Nov.,70 ,191 , from which amount was deducted
your electric bills due the City, to-•,eit : You absorbed on
Jan . 10 , 1914 437 . this being the amount of your bill , •
from the ;:325. leavi ng a balance due you of (41i;17.46 , Feb .1st ,
1914 , there was due the City light plant iithout discount ,
208 . 75 , which was the value of the electric energy consumed
by you during Jars . 1914 ; applying. •the pri nci ple of the pre -
ceedi ng month and off setting the ac count of your company
against the City , would leave a balance of 41;191 . 29 due the
City less the di scount if. the bill had been paid on or before
the 10 of the month , but this bill was not paid , or any tend-
er thereof made , until March 19 ,1914, during Feb , 1914, you •
consumed electric energy from the City light plant to the
amount of 4V..r1.10 gross and this bill was not paid , or any
tender made until March 19 , 1914. In vi ew of the ruling of
the Public Service Commission of Indi. ana , the Light Plant
ma nag erne ri t has no ri ght or authori ty to grant a discount,
at this date March 19 , 1914 . After deducting the sum which
the Light Plant owed to your company, your company owed the
plant the sum of. w232 .39 . On March 19 , 1914 , the Light
Plant management received a check for the sum of ;Iii190
which was evidently intended to pay your electric bill in
full for the months which were due Zan .1.st ; Feb .lst ;March •
1st ; less the 25 .00 which the City Light Plant owed to
your company.

The total Amount of these bills was ti 257. 39 , which after de-
ducting thew2 .00, left a balance of 0232 . 39 , subtracting the
amount of your check, of 190 .07 , there is due the City Light
Plant ?,:342 . 32 .
In the matter of damages to motors at Washington Theatre , we
have ordered the Sup' t , of Light Plant to accept your bill and
to send. you a check for the amount.
Hoping this basis of adjustment will be satisfactory to your
company, and no cause for recurrance may arise , lee are

The Board unanimously adopted Improvement Resoluti on .No. 531 --
1917 , for the improvement of North "D" Street , by constructing
- a cement curb & gutter on both sides of street from North 9th
to 16th Street .

The Board_ unanimously adopted Improvement iesoluti on No. 532-
. 1917 , for the improvement of South 20th Street, by construct -
ing cement curb & gutters on both sides of street , from Mai n
to- South "A" Street.
The City Civil ;Engineer , was directed to investigate the plans
for new Main Street bri d.ge , and if possible to keep front St ,
leading from :Kinsey' Street to National hoad under the bri dge
open , for future boulevard .
_ The City Civil Engineer , was directed to investi gate' and re-
port , the probable worth of Lots No. 4-5-6 & 7 , in the Hanover
Ad di ti on, belo: gi ng to the , City in the ri ver bottom and hill-
side south of Piano Works , with a view to selling the same to
said Piano Works .
