PUBLIC HEARING

Mayor Latta opened the Public Hearing at 7:30 p.m. on the G.N.
Development Annexation Agreement and establishment of A-4 zoning.
Roll call was taken. J. Bootz was absent.
Planner Waldock stated this site is located along the East side
of Plainfield/Naperville Road and the North side of Filcher Road
(135th Street). The site was formerly used for gravel mining.
The purposed plan development would be a residential area. The
site is 323.3 acres of which 225 acres would remain an open area
or lake, 98.3 acres would be developed space. Total units
purposed are 346 units; 139 single-family homes, 97 cluster and
110 townhouse units, 3.5 units, per net acre. This purpasal does
involve sewer and water extension to the subject site. A
potential route would be Naperville/Plainfield Road and it would
be extended to the. North line of the project property on
Naperville Road and the East line of Filcher Road. The property
is not contiguous to the Village at this time, therefore, the
developers are looking at achieving an annexation route through
Material Service which surrounds the subject site. The purposal
will have a private road system and sidewalks which will be
concrete sidewalks and bike paths. Mr. Clark spoke in reference
to the sidewalks. There was concern of the Board in reference
to the lack of sidewalks. He stated his engineer has advised
we pave one of the grave]. shoulders and use that as a bike path
and walkway. It will be stripped and no parking on that side.
In the areas that have curb and gutters, we will install
conventional sidewalks. D. Lewin questioned why they would not
pave both sides of the street? Mr. Clark stated would engineer
doesn't think its necessary. Engineer Robondo (Engineer for the
Lakelands development) stated the purpose of this shoulder is
for emergency use only and we are trying to prevent people from
using it for parking so emergency vehicles could have space to

get by. J. Dement questioned the amount of townhouses in the
development. Mr. Clark stated the Berard requested we not exceed
110 units in the total development and we have agreed to that
request, and they will not be rental units, they will be sold.
J. Dement stated we have the price for townhouses (approximately
$125,000 to $150,000). What will be the approximate cost of the
single-family and cluster homes? Mr. Clark stated we had hoped
to maintain our $150,000 for the townhouses, but it's getting
very difficult to der that. We are probably looking at $160,000
to $170,000. Cluster homes approximately $235,000 to $250,000.
The lots will be expensive because the buyers will have to pay
for the 240 acres of water that will be their back yards.
Single-family homes will probably be in the same range as the
cluster homes. At this time, we do not have all of our costs
nailed down. This is an approximate. D. Gullicksen questioned
the street lighting plan. Mr. Clark stated they would like to
make the street lighting very low tone lighting. At main
intersections, we will install the typical street lights for
safety. On the rest of the streets, we will install soft parkway
lights and we (Clark Development) will furnish the lights. Mayor
Latta questioned the cast of maintaining these lights. Mr. Clark
• stated he would provide the specs an the lights from
manufacturers. There was questions as to the elevations. Mr.
Clark stated the elevations are to the specifications of the Army
Corp of Engineers, I.E.P.A. and the Village's specifications.
We will be moving approximately 1,000,000 yards of dirt, of which
most dirt moved will be to enlarge the .lake. The lake will be
expanded from 120 acres to 142 acres. Crooked Lake will be dug
deeper because of weed growth. Wally Daum, representing Wheatland
Township Highway Department and Township Board, questioned who
will take control of 135th (Filcher Road) Street. Mr. Clark
stated the Village of Plainfield will have control and the road
will be paved. Mr. Hudetz spake as a representative of The Lake
Subdivision. His concern was that in 1983, the lake flooded where
this project is to be developed. The flooding came in from Lily
Cache Creek. Mr. Clark stated he has had various engineers
working on this project, Mr. Robondo and also Mr. Christopher
Burke, one of the best ecological and hydraulic engineers in the
country. Those flooding problems have been addressed. We will
der nothing to make it worse, only better. Mr. Hudetz expressed
his concern of the density of the purposed subdivision. Mr. Clark
stated "The Lake" subdivision is on 40 acres with 43 houses and
well and septic, whereas Lakelands is 323 acres with 340 houses
and sanitary sewer. will be provided. Mr. John Didlinger,
representative of Elmhurst Gravel and Stone who owns the property
east of this purposed development, spoke and the intent of owning
this property is for mining and producing sand, gravel and lime
stone. Mr. Clark stated they are well aware of the mining that
is done east of his development. The only thing they (Mr. Clark)
is requesting is that their (Elmhurst) trucks stay off the paved
road (135th Street).

Seconded by K. Callanan. Voice vote. 6 yes, 0 no. Motion
carried.
