GAYLORD, J. DEMENT, W. SHARP, D. LEWIN, D. GULLICKSEN. L. KELLY WAS ASSENT. OTHERS PRESENT: M. PUSINELLI - ADMINISTRATOR V. KRNAC - VILLAGE CLERK J. HARVEY - ATTORNEY P. WALDOCK - PLANNER D. BENNETT - POLICE CHIEF The Public Hearing opened at 7:00 p.m. Roll call was taken, L. Kelly was absent. Planner Waldock reported on the Annexation Agreement of the Marilyn Gehrke property which consists of approximately 67 acres located on the south side of Frazier Road. The property is used as agricultural and the Annexation Agreement continues provisions of continued agricultural use on the site. w. Sharp moved to adjourn the Public Hearing until 7:30 p.m. due to an error on the scheduling (time ) of the Notices that were sent out for the Montalbano Annexation Agreement. Seconded by J. Dement. Voice vote. 5 yes, 0 no. Motion carried. 7:05 p.m. 7:30 p.m. Mayor Latta called the Public Hearing back to order. Planner Waldock spoke in regard to Case No. 239-11989AZ. Applicant ~ Tony Montalbano and Bob Mallek. Location - along the west side of Route 59, 1,635 feet north of 135th Street. Request - Annexation with specific agreement and establishment of B-4, Business zoning. Land use proposed for the 25.714 acres includes a golf driving range, pro shop, putting greens and a small restaurant. To accommodate this use, a B-4, Highway Business District classification is proposed. The site plan, as submitted, includes a pond with waterfall in the eastern portion of the parcel, an area far batting cages and parking facilities far 93 cars. Future parking for an additional 60 spaces is provided in the southeast portion of the subject site. The clubhouse, putting greens and driving range are located in the PLAINFIELD VILLAGE BOARD OF TRUSTEES DECEMBER 18, 1989 PAGE TWO western portion of the site. These are located so as to direct golf shots to the south and southwest portions of the site. Lights are provided to illuminate the driving range and are directed to the southwest. The site plan provides significant landscaping and berming around the clubhouse and central site areas. Findings by the Plan Commission; 1) Proposed B-4 zoning is in conflict with the Village Comprehensive Plan and provides for uses not compatible with surrounding uses existing and planned; 2) The proposed commercial recreational uses are intense when compared to adjacent residential uses planned or projected for the area; 3) Further design and operational considerations are necessary to .mitigate negative impacts on surrounding property (i.e. screening lights, site buffering, limited operation hours, noise abatement, etc.); and 4) Extension of Village sanitary sewer and water mains through the subject site are essential to Village growth to the north.' The Flan Commission recommends that the annexation agreement and request for B-4, Highway Business Zoning be denied. We also have on record two (2) formal objections to the establishment of a B-4 zoning from the property owners to the south namely Petersons and Chaplin Farm. Bob Mallek spoke as a partner with Tony Montalbano on this project. They have worked very hard on the design of this facility. He spoke of a new lighting system they have planned. They are trying to be a good neighbor. They are looking to lessen the zoning first requested. He stated he would rather work with the Board and Planner Waldock to work out any differences to come to an agreement. There was much discussion of the requested zoning. Attorney Selfridge spoke on behalf of Plainfield Partners/Cass Collins, Angelo Kleronomos. They are the beneficial owners of the land trust with Gary Wheaton Bank who awns the property at the northwest corner of 135th Street and Route 59. Also he is representing Hershall Peterson who is directly south of the subject property. He spoke of the strong objections of the two (2) land owners. They do not object to the concept, but does object to the location. Therefore, we have filed objections an behalf of both the Village Green owners and Hershall Peterson. Several people attending the meeting, who are residents of the area, spoke their objections.
