GAYLORD, J. DEMENT, W. SHARP, D. GULLICKSEN. L. KELLY AND D. LEWIN WERE ABSENT. OTHERS PRESENT: V. KRNAC - VILLAGE CLERK J. HARVEY - ATTORNEY P. WALDOCK - PLANNER D. BENNETT - POLICE CHIEF R. MILLER - STREET FOREMAN At 7:00 p.m. Mayor Latta opened the Public Hearing. Roll call was taken, L. Kelly and D. Lewin were absent. Planner Waldock spoke in reference to Case No. 232-91589AZ. Applicant - Wickes Lumber Company. Location - along the east side of Route 30 between 135th Street and 143rd Street in Plainfield Township. Request - annexation of 20.77 acres and establishment of I-1 zoning with an Annexation Agreement. Sewer and water is available to the subject site. The Annexation Agreement is similar to those .approved by the Village. Primary benefit to the Village is sales tax revenue and making the connection to the properties in the area. Mr. Arnie Nebelsick, representative of Wickes, spoke stating the revised language in the Annexation Agreement, as he understood, was approved. Planner Waldock stated if the language is approved by Wickes, we could have the ordinances ready for a special meeting on November 23rd. Planner Waldock spoke in reference to Case No. 228-922889AZ. Applicant - Ed Welch (Palumbo). Location - 500 feet west of the centerline of Route 59 at Renwick Road. Request - an extension of the previously annexed Spangler Farm of 160 feet making the total area of depth to 660 feet from Route 59. This would make the development mare beneficial layout patter. The 160 feet addition would allow a better layout and usage of the area. The Board spoke of some concerns in reference to the Village doing well testing on property in the area and should it be included in the Annexation Agreement? Attorney Ed Welch spoke representing the developer stating your concerns have been discussed with the developers and Hintzsches. They are willing to cooperate with the Village for testing for putting a well an the property, but until they see actually what the Village wants, such as above ground ar under ground storage and size of site, they don't want PLASNFIELD VILLAGE BOARD OF TRUSTEES NOVEMBER 20, 19$9 PAGE TWO i• to get into it. This is for a totally separate petition. J. Harvey stated the Village's concern is if we are in need of an acre for storage that we could talk of some ceiling or cap on the amount you would require for the Village to purchase. At this time, we don't know if it is needed. We do not have the results from testing. We are under an EPA schedule that we must be in compliance with. Before we come to the construction stage, we must report to them that we have secured certain sites. Attorney Welch stated the developers are under a time limit. Mayor Latta questioned the Hintzsches as to a cap on the cost per acre so the Village knows up front the cost per acre. Mr. Hintzsche stated the cost would, be in compliance with what they are selling the other acreage for. we will not hold things up. we will cooperate with the Village. Mayor Latta questioned if the Hintzsches and Senecas would be willing to charge per acre similar to cost of Residence A property. Hintzsches and Senecas agreed they would. price the property to the Village at a Residence A rate. It was the consensus of the Board to agree. J. Harvey stated there are some suggested language changes: page 3, paragraph 5 - TAX REBATE, The Village shall rebate any (line 7); Village shall make .said tax rebate; page 3, paragraph 4 - (line 3) parcel for as long as they continue to farm; page 4, paragraph 7 (line 5) for a period of eleven (11) yeaxs. Mayor Latta stated this case can be on the agenda November 27th if the changes are made and returned to us by 4:00 p.m. tomorrow, November 21st. W. Sharp moved to adjourn. Seconded by D. Gullicksen. Voice vote. 4 yes, 0 no. Motion carried. 7:45 p.m.
