DEMENT, W. SHARP, D. GULLICKSEN. L. KELLY AND D. LEWIN WERE ABSENT. OTHERS PRESENT: V. J. P. D. At 7:46 p.m. Mayor Latta op the flag. KRNAC - HARVEY WALDOCK BENNETT ened the VILLAGE CLERK ATTORNEY - PLANNER - POLICE CHIEF meeting with the pledge to Roll call was taken, L. Kelly and D. Lewin were absent. J. Dement moved to approve the New/Old Business Section of the agenda with the addita.on of Executive Session on personnel, litigation and land acquisition to reconvene. Also schedule a Special Meeting Monday, November 27, 1989 at 7:00 p.m. Seconded by J. Gaylord. Voice vote. 4 yes, 0 no. Motion carried. D. Gullicksen moved to approve the Consent Agenda to include the minutes of Public Hearing of August 7, 1989. Seconded by J. Gaylord. Voice vote. 4 yes, 0 no. Motion carried. Mayor Latta read a Letter from Bill Mammosser, Plainfield La.ans Club Chairman, requesting support of the Village for the Lions Nativity Lighting Ceremony scheduled for December 2, 1989 at 7:00 p.m. a~ Plymouth Congregational Church at Lockport. and Illinois Street. Barricades will be needed at the alley and intersection of Lockport and Illinois Streets from 6:00 p.m. to 9:00 p.m. Tt was the consensus of the Board to direct Ron Miller to place barricades at the time needed. Planner Waldock spoke in reference to Case No. 234-1011892. Applicant - Allan Mauer. Location - Lots 6, 7, 8, 9, 10, 16, 17, 18, 19 and 20 of Marybrook Subdivision, corner of Route 59 and Hazelcrest Drive. Request -rezoning from B-3 Business to A-4 Residential. The subject site, in this case, is comprised of ten (10) lots. Lots 15 and 17 are developed with 4-unit townhouses. Lots 8, 9 and 10 have building permits under review for three (3) more townhouse staructures containing fourteen (14) units. Site plan approval was granted by the Village Board on October 16, 1989. Public improvements were provided to accommodate townhouse development. These improvements include sanitary sewer extension and a water main loop completed in mid 1988. The Plan Commission recommends approval of the rezoning from B--3 Business to A-4 Residential as requested by A11an Mauer. PLAINFIELD VILLAGE BOARD OF TRUSTEES NOVEMBER 20, 1989 PAGE TWO W. Sharp moved to concur with the Plan Commission and approved the rezoning from B-3 to Residential A-4 on Case No. 234-1011892 as requested by Allan Mauer. Seconded by D. Gullicksen. Vote by roll call. Gaylord, yes; Dement, yes,; Sharp, yes; Gullicksen, yes. ~ yes, 0 no. Motion carried. Planner Waldock spoke in reference to the George Fanagiotaros Restaurant site on Route 30 next to the Cemetery. The Board each received a copy of a letter from Mr. Fanagiotaros regarding his concerns with the potential cast of a water main extension that was discussed and agreed to as part of the Annexation Agreement associated with the subject site. This site is located at 100 Joliet Road (formerly Dino's Restaurant). The developer agreed to install a 10" water main extended from Robert Avenue along west property line of the site to dead-end at right-of-way of Joliet Road/Route 30 with a fire hydrant on the end. Mr. Fanagiotaros is finding that private financing is becoming difficult if .not impossible to obtain. Harry Countryman spoke with a suggestion of hook onto the 6" line at Roberts and Benson Streots, run it up the parkway to the lot line. At that point set a fire hydrant. Keep this area open for a fire lane. Then from that point, they (Fanagiotaros) could run a 2" line of copper service into their building. The sewer line is approximately across from north edge of Sam Reichert property in the eastbound lane of Route 30 at the manhole. Bring the line onto the parkway, set another manhole, then run the line southeast in the parkway and set another manhole. It will be necessary to install injector pumps within the building, then the sewer would be force mained to the manhole. Engineer Djerf spoke in reference to the water line. He felt the difference between cost of 6" and 10" line would not be that great. Tt would be wise to go with the 10" line. Tt would be beneficial to ,that section of the Village. After more discussion, it was the consensus of the Board that Administrator Pusinelli and Trustee Gullicksen will work together for other alternatives. Planner Waldock spoke in reference, to Case No. 238-102789PP. Applicant - Roppolo Development, Inc. Location - along the east side of Eastern Avenue, north of the E.J.&E. tracks, south of Illinois Route 126. Request - Preliminary Plat for .Spring Hill Estates. Current Zoning - Residence A, single-family. This site is comprised of 23.5 acres. The plat includes 56 single-family lots with two (2) storm water detention basins along the E.J.&E. Railroad tracks. Right-of-way width is provided at 66 feet in accordance with current Village standards. Street pavement is proposed at 31 feet. Storm sewer are designed to drain rear yard areas as well as streets and driveways. Sanitary sewer is proposed to be brought along Eastern Avenue from Lockport Street PLAZNFIELD VILLAGE BOARD OF TRUSTEES NOVEMBER 20, 1989 PAGE THREE in order to provide adequate capacity. No road improvement on Eastern Avenue is proposed. All lots meet or exceed the ordinance standard of 85 feet (or are on curves excepted from lot width requirements). Lot frontages have been increased to 85 feet for lots 11 through 14, and 17 through 21. With these changes to the above-mentioned lots, the subdivision is in compliance with Village zoning standards. The lots are a minimum of 12,000 square feet. Average lot size is near 13,000 square feet. Engineer Djerf stated the new sanitary sewer line will run from Lockport Street through the "lift station" to their property. There is public benefit to the new line to be installed. Harry Countryman stated the "lift station" will probably take care of more use. Planner Waldock stated the subdivision proposal does not include road improvements to Eastern Avenue, except for the repairs to the street after sanitary sewer installations. The .developer is willing to install a check valve with floating cover far each structure constructed. After much discussion of improvements to Eastern Avenue, the developers agreed to donate $275.00 per lot for street improvements on Eastern Avenue, paid at the time of the building permit application. The developer also agreed to connect sump pumps direct to the storm sewers, before occupancy. The subdivision plat includes design considerations which requires a waiver (or variance) from Village Subdivision Regulations. These conditions relate to certain material design and performance specifications as mentioned in the Village Engineer's report. J. Dement moved to approve the Preliminary Plat for Spring Hill Estates with the stipulations: 1) developer will donate $275.00 per lot for improvements to Eastern Avenue; and 2) sump pumps will be connected to the storm sewer. Seconded by D. Gullicksen. Vote by roll call. Gaylord, yes; Dement, yes; Sharp, yes; Gullicksen, yes. 4 yes, 0 no. Motion carried. W. Sharp moved to have a 5 minute break. Seconded by D. Gullicksen. Location - "Old Horse Farm" located along the west side of Naperville/Plainfield Road at Mill Street. Request - rezoning from Residence A to T-1 Light Industry. The applicants are requesting the rezoning of approximately 1.9 acres from Residential A, Single-Family to I-1, r~ LJ PLAINFIELD VILLAGE BOARD OF TRUSTEES NOVEMBER 20, 1989 PAGE FOUR Light Industrial,. The rezoning request is intended to expand the existing I-1 zoning in effect over a portion of the site to accommodate development of a contractor's office/shop facility. Presently, the south 494' of the Original Horse Farm property is zoning I-1. The remainder of the site is zoned Residential A. The property is undeveloped with the exception of a small barn or shed. Previous buildings have been raised and removed. The rezoning request would result in the expansion of the I-1 zone by 150' to the northeast. The expansion of the I-1 zone will allow placement of an industrial building in a manner to minimize impact on the flood plain of the DuPage River. The proposed use (contractor's. office and shop) is permitted within the I--1 zone. Machine storage should be provided inside the building. Materials stored should be enclosed by a screening fence and/or landscape screening. Site plan review will be required prior to building permit. issuance. D. Gullicksen moved to concur with the Plan Commission and approve the rezoning of a portion of the "Old Horse Farm" from Residence A to I-1 as requested by Naper Lawn works. Seconded by W. Sharp. Dement moved to adapt Resolution No. 956 for the purpose of maintaining streets Village of Plainfield from January 1, 1990 Seconded by D. Gullicksen. Dement moved to concur with the staff recommendation and approve the following action: 1) approve Change Order #1 which reduces the contract to $41,917.38 and extends the completion date to October 8, 1989; 2) approve the payment to Crown-Trygg in the amount of $41,917.38; 3) charge this amount to General Fund Street Department Account #01-OS-91-0739; 'and 4) submit, to Will County through the Community and Economic Development Corporation (CEDC), a request for payment to the Village of Plainfield in the amount of $41,917.38. Mayor Latta reported the West Norman Drain Project is still not off the ground. We also applied to CEDC for an alley improvement that we did not receive money for, but the job was completed. Gullicksen moved to pay the bills for the period of November 16, 1989 through November 30, 1989 with the addition of Police Department invoice from Builders Square for $638.99. Seconded by J. Dement, vote by roll call. Gaylord, yes; Dement, yes; Sharp, yes; Gullicksen, yes. 4 yes, 0 no. Motion carried. D. Gullicksen acknowledged receipt of the Treasurer's Report for October, 1989. W. Sharp acknowledged receipt of the "Plainfield Police Department Communications Manual, November, 1989". D. Gullicksen reported Mark Stofko has fulfilled the requirements and received his Class 4 as a Wastewater Treatment Works Operator. Also, there was a water main leak on Eastern Avenue that has been repaa.red. Planner Waldock reported the new plans on the Lockport Street Project, (hanging on the wall) showing the knuckles, turn lanes and parking configurations. Village Clerk reported the Bid Opening for the Snow Plow with frame was November 15, 1989. High bid was from Robert Smith - $212.00. The Board approved the sale. W. Sharp moved to adjourn into Executive Session, to reconvene. Seconded by J. Gaylord. Voice vote. 4 yes, 0 no. Motion carried. 10:00 p.m. 11:26 p.m, W.
