MILLER Mayor Latta opened the meeting at 7:30 p.m. with the ,pledge to the flag. Roll call was taken, all members were present. D. Lewin moved to approve the New/Old Bus Section of Agenda with • .the addition of an Executive Session on land acquisition to reconvene. Seconded by J. Dement. Voice vote. 6 yes, 0 no. Motion carried. D. Gullicksen moved to approve the Consent Agenda to include the minutes of the Regular Meeting of July 17, 1989 and the Special Meeting of July 24, 1989. Seconded by W. Sharp. Voice vote. 6 yes, 0 no. Motion carried. Mayor Latta appointed Randy Krnac Temporary Electrical Inspector in the absence of bon Schmitz for the ,period of October 13th through and including October 20, 1989. W. Sharp introduced the two (2) new Police Officers (hired October 2, 19$9), Kenneth Gettemy and James Scarpetta. Attorney Harvey spoke in reference to a Public Utility Easement along the Moser Property for the purpose of running utilita.es to the Chaplin Farm, construction will be done by Plaa.nfield Partners Group. PLATNFIELD VILLAGE BOARD OF TRUSTEES OCTOBER 16, 1989 PAGE TWO '~• Planner Waldock reported on Michelle and Rick Migliorini Site Plan Review (Case #230-92689SPR). Request - for three (3) townhouse structures including fourteen (14) units on three (3) lots and rezoning from B-3 to A-4 (in future). Location - Lots 8, 9, and 10 of Marybrook Subdivision at the corner of Hazelcrest and Route 59. The Plan Commission reviewed the Site Plan as purposed and agrees it is compatible with existing uses in the area. J. Dement questioned haw many parking spaces are purposed? Planner Waldock stated twenty-eight (28) spaces. J. Dement stated his concerns of two (2) spaces per unit. D. Gullicksen expressed his concern of storm drainage. Engineer Djerf stated he sees no problem with the surface drainage going to the ditch on Route 59. L. Kelly moved to concur with the Plan Commission recommendation to approve the Site Plan of Michelle and Rick Migliorini for Lots 8, 9, and 10 of Marybrook Subdivision at the corner of Route 59 and Hazelcrest. Seconded by W. Sharp. Vote by roll call. Gullicksen, yes; Lewin, yes; Sharp, yes; Gaylord, yes; Kelly, yes; Dement, yes. 6 yes, 0 no. Motion carried. Administrator Pusinelli reported water from a sump pump from Lot 37 in Pheasant Chase Subdivision is creating a problem on Mallard Drive North (Project #98362). In Whispering Creek, Lots 217,, 218, and 219 have water standing at the rear yards. This water could be removed by same grading and underground storm sewer discharge into the .existing storm sewer at Sunshine Circle intersection. After much discussion, it was the consensus of the Board that the ordinance should be changed to require, if a structure is in need of a sump pump, the developer must be required to install a pipe that drains into the storm sewer. J. Dement moved to authorize John Green Excavating to install 133 lineal feet of 4" diameter, plastic corrugated non-perforated tubing as per the Engineer's specifications per project #98362 at the cast of $1,635.00 for Lot 37 - Pheasant Chase Subdivision. Seconded by D. Gullicksen. Vote by roll call. Gullicksen, yes; Lewin, yes; Sharp, yes; Gaylord, yes; Kelly, yes; Dement, yes. 6 yes, 0 no. Motion carried. D. Gullicksen questioned the reason for non-perforated tubing in Pheasant Chase. Engineer Djerf was directed to look into it and get back to the Administrator. J. Dement. moved to authorize John Green Excavating to install 330 lineal feet of 6" diameter plastic corrugated perforated tubing and three (3) pieces of 12" square plastic catch basins at a cost of $1,932.50 on Lots 217, 218, and 219 in Whispering Creek Subdivision. PLATNFiELD VILLAGE BOARD OF TRUSTEES OCTOBER 16, 1989 PAGE THREE Planner Waldock spoke in reference to Case No. 226-911$9PP Lakelands Subdivision Preliminary Plat. Applicant - G. N. Clark Development/Lakelands Corp. Location - Northeast corner of Naperville/ Plainfield Road and 135th Street. Request - Preliminary Plat. The Preliminary Plat shows a reduction of the original concept plan of the number of units to 329; 131 single family units, 104 attached single family and 94 cluster homes. The plat as .presented is in compliance with the Subdivision Regulations. L. Kelly moved to concur with the Plan Commission recommendation and approve the Preliminary Plat for Lakelands Subdivision subject to the following: 1) compliance with the provisions of the Annexation Agreement for the subject site; 2) coordination of final construction plans for water mains and hydrants with the Plainfield Fire District; 3) compliance with the Village Engineer's requirements for final construction plans regarding each phase. Seconded by D. Gullicksen. Vote by roll call. Gullicksen, yes; Lewin, yes; Sharp, yes; Gaylord, yes; Kelly, yes; Dement, yes. 6 yes, 0 no, Motion carried. Administrator Pusinelli spoke in reference to his memo to the Board dated pctober 12, 19$9 regarding Route 30. He stated that he had talked to Roger Valente of I.D.O.T, in regards to the following questions: 1) Can the Village indeed pay for a section of the Route 30 project? Mr. Valente - different may, if the Village wrote letter to I.D.O.T, and requested in writing; 2) Can the Village include this section in the bid package prepared by I.D.O.T.? Mr. Valente - no, I.D.O.T. would not want to compile those specs because diagonal parking would be included. They do not want diagonal parking; 3) What are the limits of such a "section"? Would the "section" contain only one block of diagonal parking? Would the "section" begin at the bridge and continue to Route 59? Mr. Valente - most likely, it would be from Fox River Street to Route 59; 4) What would the cost be for such "section"? Mr. Valente - (no specific answer) in range of $500,000; 5) If Village paid for this "section", would the Village then be responsible for its maintenance, as opposed to the State? Mr. Valente - the State would be responsible for maintenance, patching and etc., but if it were a major over-all, it would come back to the Village to pay the expense; 6) Could the Village "special assess" the property owners adjoining this special "section" of Lockport Street? Mr. .Valente - that is up to the' Village. Attorney Harvey .stated a "Special Assessment" would affect property owners who own property with front footage in the specified section. A "Special Assessment" would be a Court process and to make it go well and quickly, it would almost have to be a unanimous approval and there are other special PLAINFIELD VILLAGE BOARD OF TRUSTEES OCTOBER 16, 1989 PAGE FOUR i• procedures to follow. Administrator Pusinelli reported Mr, Valente, when questioned about added parking spaces (if the Village went with parallel parking), he stated there is a good change T.D.O.T. .would look favorably on our letter regarding parking spaces on Illinois Street and behind the old Village. The Village would receive a credit from the State for the cost of providing parking spaces. The State would mare than likely inform the Village they would pay for 18 parking spaces in the form of a credit only if Route 30 is done to State specs. Mr. Perry spoke for the. Downtown Businesses. He stated a poll was taken of the 86 property owners from Route 59 to Fox River Street; 25 were contacted,. 22 were positive and 2 were negative of purchasing there (business/property owners) own parking lots or special assessments for maintaining diagonal parking. There concern is the decaying of the Downtown area. The Board discussed their concerns. What would happen in the future if they keep diagonal parking and what the cost would be for major repairs. D. Gullicksen stated he feels these business people are acting in a positive way, willing to contribute to keeping there businesses. J. Dement stated the business people cannot make up their. minds until they have an actual figure, then they would make up their minds. After much more discussion, the Board adjourned for a five (5) minutes break. W. Sharp stated if we are going to get anything done in the downtown area, we can't wait for six (6) months for all of the questions answered. 1f we do and they shelve this project, who knows when they will be back. J. Dement stated we are going to have to get something confirmed within a two (2) week period. Brent Coulter spoke stating he would not anticipate that parallel parking would increase the speed on Lockport Street, He would be more concerned of delaying I.D.O.T. J. Dement stated if something isn't done with Lockport Street in the near future and we loose it, there is no hope for the downtown businesses. We are faced with a tough decision we must make now. After much more discussion, J. Dement stated we have to make a decision, parallel or angle parking? L, Kelly stated if the road falls apart, Lockport Street would be closed far two (2) years and the businesses will not survive. L. Kelly moved to send a letter to I.D.O.T. that the Village of Plainfield would like to participate on the entire Route 30 Project from Route 126 & 30 to Route 59 and Lockport Street. They will participate in cost for 18 additional parking spaces which will be lost. They will allow us to install knuckles. Ke11y stated when the Administrator talks to I.D.O.T., he might suggest the State install a remote control light at Lockport and DesPlaines Streets for the Fire District which might slow down. traffic. Brent Coulter spoke in reference to the knuckles the Village is requesting for the Route 30 Project. It was the direction of the Board that Planner waldock, Brent Coulter and Ran Miller will meet with I.D.O.T. and try to implement our Downtown Development Plan. J. Dement moved to acknowledge receipt of the Motor Fuel Tax Audit for 1988. Seconded by D. Lewin. Voice vote. 6 yes, 0 no. Motion carried. W. Sharp moved to adopt Resolution No. 952 Creating A Class "F" Liquor License Within The Village Of Plainfield (For St. Mary's Church). Seconded by J. Gaylord. Voice vote. 6 yes, 0 no. Motion carried. W. Sharp moved to increase Lisa Wilson's $7.50 per hour. Seconded by J. Gaylord. no. Motion carried. W. Sharp reported Halloween "Trick or Tuesday, October 31st from 4:00 p.m. to Downtown Halloween hour will be Tuesday, p.m, salary from $7.15 to Voice vote. 6 yes, 0 Treat" hours will be 6:00 p.m. Also, the October 31st at 3:00 W. Sharp moved to purchase a squad car, State bid price of $12,794.60 from Miles Chevrolet, Decatur, Illinois for 1990 Chevrolet Caprice Police Package, 1BL69 with 9C1 Package. Seconded by D. Sharp acknowledged receipt of the Police Operations Report for September, 1989. D. Lewin reported Building Inspector Roger wojtecki is attending a BOCA Class in Joliet this week. • PLAINFIELD VILLAGE BOARD OF TRUSTEES OCTOBER 16, 1989 PAGE SIX Administrator Pusinelli gave results of Bid Opening for the sale of the following items: Lewis Schwab.- Dodge Van $150.00; Roger Wojtecki - 1975 one-ton GMC Truck $233.33; Snow Plow with Frame $433.33. Mr. Wojtecki reserved the right to remove his bid on plow if he did not enter high bid on truck. Vernon Kujath - 1975 one-ton GMC Truck $455.00. Mr. Schwab gave high bid on Dodge Van; Mr. Kujath gave high bid on GMC Truck. The snow plow with frame will be re-advertised. Administrator Pusinelli reported we have included in the Bills Payable the invoice from Christian Roge & Ribando for professional services rendered during January through June, 1989 for (10~) engineering cost of Interceptor Sewer & Water Main Extension Naperville-Plainfield Road in the amount of $72,952.17. W. Sharp moved to direct Administrator Pusinelli to send a letter to Attorney Selfridge regarding the Waite property shallow wells and the Spangler property shallow wells from the letters dated October 11 and 12, 1989 respectively their conditions are acceptable, the village would like to continue the project.
