PUBLIC HEARING

At 7:00 p.m. President Peterson opened the Public Hearing. J.
Dement and L. Kelly was absent, all other Trustees were present.
President Peterson led the pledge to the flag.
Administrator Van Vooren spoke regarding the Truth and Taxation
Notice that the Village of Plainfield published with regard to it's
1993 Property Tax Levy. Said levy, in the past, was required to
be filed in September, but the 1991 Property Tax Cap Legislation
pushed the filing date back to the last Tuesday in December. An
additional element of the Tax Cap Legislation was setting the rate
of increase for property taxes on existing real property to the
lesser of 5~ or the CPT far the Chicago Metro Area unless
authorized by referendum. The 1993 CPT is 2.9 percent. A 2.9
percent increase over last year's operations levy of $447,640 would
be $460,662. The Cap applies only to existing properties. The
Village's 6.94 percent increase is greater than the 2.9 percent
CPI, a referendum is not required because the increase will be
levied on new growth. He estimates $7.5 million in new growth in
equalized assessed value for 1993. This new growth includes new
buildings, property improvements and annexations. The total 1993
extension is $725,690. ($502,349 for operation and $223,341 for
debt service) This higher levy can still result in a lower tax
rate because the total equalized assessed value is increasing at a
greater rate than the levy. New growth pushes the equalized
assessed value, thereby decreasing the tax rate.
There were no public comments made.
The Board expressed their desire to bring the 1993 Tax Levy
Ordinance before their Regular Meeting on December 20, 1993 and
that no changes, additions or corrections needed to be made.
M. Lambert moved to adjourn the Public Hearing. Seconded by J..
Ray. Voice vote. 4 yes, 0 no, 2 absent.
