FOR RICHMOND POWER & LIGHT
OCTOBER 20, 2014
The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m. October 20,
2014, in the Council Chambers of the Municipal Building in said City. Chairperson Winget presided.
ROLL CALL:
Board members present were Doug Goss, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don
Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also present were: Greg Duke, Energy Delivery Director; Walt Chidester, City Attorney; Karen Chasteen,
City Clerk; Diana Pappin; Bill Thistlethwaite, Park Department; Nick Wilson; Fire Chief Jerry Purcell;
Police Major Mark Connery; Sarah Mitchell and Tony Foster, Metropolitan Development; David Burns;
Jeff Norris, Information & Technology; Tracy Bosell, Street Department; Valerie Shafer, Wayne County
Economic Development Corporation; Dave Young, JohnsManville Plant Manager; Media; and ,Sergeant-
at-Arms.
APPROVAL OF MINUTES:
Mr. Wissel moved to approve the minutes of the Regular Meeting held October 6, 2014, supported by Mr.
Parker. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Ms. Hollis moved to approve claims for payment in the
amount of Six Million One Hundred Eighty Six Thousand One Hundred Twelve Dollars and ninety one
cents ($6,186,112.91)supported by Mr. Parker. Upon a vote viva voce, the motion passed.
STREET LIGHT COMMITTEE: None
OLD BUSINESS:
• SPRINKLER SYSTEM BIDS:

Mr. Parker moved to accept and file the Proof of Publication as presented, supported by Mr.
Miller. Upon a vote viva voce, the motion carried.
The following bids were received:
Protech, Richmond $55,280.00
Grunau, Indianapolis $66,400.00
Mr. Quinn moved to refer these bids to the RP&L staff for due diligence, supported by Mr. Oler.
Upon a vote viva voce, the motion carried.
• RECORDS ROOM QUOTES:
The following quotes were received:
Smarelli Corporation $11,640.00
Whitewater Construction $14,300.00
Whisenhunt Construction $12,790.00
Mr. Quinn moved to refer these quotes to the RP&L staff for due diligence, supported by Mr. Oler.
Upon a vote viva voce, the motion carried.
NEW BUSINESS: None
REPORT BY GENERAL MANAGER: None
MISCELLANEOUS BUSINESS:
Messrs, Foster and Thistlethwaite presented a proposal for solar panels to serve as a "Farmer's Market"
shelter in the new street park on North 7th and "A" Street. There will be additional discussion on this topic
by the Board.
ADJOURNMENT:
There being no further business and a motion duly made,the meeting was adjourned.
