HAMILTON - ENGINEER At 7:00 p.m. the Village Clerk opened the meeting. Roll call was taken, President Peterson was absent. R. Rock moved to appoint J. Dement as Mayor Pro-Tem until the return of President Peterson on December 1, 1993. Seconded by M. Lambert. Vote by roll call. Dement, yes; Heimerdinger, yes; Lambert, yes, Kelly, yes; Ray, yes; Rock, yes. 6 yes, 0 no. Motion carried. J. Dement lead the pledge to the flag. Administrator Van Vooren asked to add to the Agenda his Administrator's Reports. J. Heimerdinger made a remark as to the proposed discussion on the Preliminary Plat/Highland Meadows Subdivision. He contacted members of the School Board, as well as members of the School Administration and were told they were not fully aware of the proposed subdivision. Tonight, the School Board is meeting to discuss Impact Fees to the school, and they have asked if we could delay this discussion one week, so they would be able to come back with a fair measure of impact fees to enable them to build new schools and take care of the school problem. Aministrator Van Vooren clarified that the purpose of tonight's meeting was not specifically to delve into the fact of demand on services surrounding or supported by residential homes, it was generally to get a preliminary plat conception approved. This particular tract of property is currently annexed into the Village of Plainfield. The Village of Plainfield, therefore, has little to no control relative to impact fees or anything relative to the development. C~ PLATNFIELD VILLAGE BOARD OF TRUSTEES NOVEMBER 22, 1993 PAGE TWO J. Heimerdinger moved to table the discussion on the Preliminary Plat .for Highland Meadows Subdivision to the next regular meeting scheduled on December 6, 1993. Seconded by R. Rock. Vote by roll call. Heimerdinger, yes; Lambert, no; Kelly, no; Ray, no; Rock, yes. 2 yes, 3 no. Motion failed. Planner Waldock spoke regarding the Preliminary Plat for Highland Meadows Subdivision. Location: Southwest corner of 135th Street and Rt. 30. The property was annexed in 1992. The site contains 120 acres and is presently used for agriculture. The site is free of substantial vegetation. The West Norman Drain crosses the south and southeast corner of the subject site. The national wetlands inventory maps do not indicate wetlands present on site. The site is however impacted by the 100 year flood plain in the southeast portion, near the West Norman Drain. Applicants are proposing a subdivision of 104 acres of the original 120 into 240 single-family homesites, 12 acres would be park and storm water management area. The balance of the tract is projected for commercial development. The commercial site is located in the northeast corner of the subject line. Access to Rt. 30 is provided between lots 73 and 72, about 1/4 mile south of the intersection with 135th Street. A second access is provided to 135th Street near the west property • line. Engineering reports indicate that stronger pavement base should be considered for Ranchland Drive and Madison Streets as well as Savanna Drive in anticipation of increase traffic counts on those streets. Roadway layout meets subdivision ordinance requirements with the exception of the Katlin Lane/Lexis Court cul- de-sac. This cul-de-sac is 700 ft. in length, where 600 ft. is the maximum permitted by subdivision regulations. The Planning Commission suggested that the developer should consider extending Katlin Lane through to Savanna Drive in an effort to correct this condition. The conclusion was that it was not practical to make that extension. Storm water detention is provided in the south east corner of the subject site. Lots 58, 59, 60, 227 and 228 are flood way fringe parcels. These lots will not be eligible for basements. Lot layout and design provides an average of 12,000 sq. ft. through out the subdivision. Attorney Rick Selfridge introduced Dennis Tonnelli, Engineer and Paul Jacobs, representative of Moser Enterprises, Naperville, the developer of Highland Meadows Subdivision. He explained the purpose of tonight's meeting was to see whether this particular concept plan with lot sizes and configurations was something the Board would accept. The Trustees had lengthy discussions regarding the square footage of the lots; the providing of signalization at 135th Street and Rt. PLAINFIELD VILLAGE BOARD OF TRUSTEES NOVEMBER 22, 1993 PAGE THREE 30; the curvilinear design street pattern; where park areas will be provided; the $325.00 per lot impact fee and what it is to cover; the need to be actively involved with IDOT; overall, the Board indicated general approval of the concept. Administrator Van Vooren spoke regarding a notice from IDOT on their Public Hearing concerning the proposed improvement of Illinois Route 59 from 75th Street in DuPage County to Interstate 55 in Wi11 County. The Hearing is scheduled for Tuesday, December 7, 1993 at 3:00 p.m. - 8:00 p.m. at Plainfield High School. Trustee Kelly attended the Will County Governmental League Meeting last Thursday and brought back information that the Will County Land Use Committee will be conducting a Public Hearing on the creation of a Stormwater Management Committee on November 23, 1993 from 7:30 p.m. to 9:30 p.m. Also spoke about receipt of letter from Circuit Clerk's office explaining that in 1992 and 1993 they had been inappropriately distributing fine revenues to the villages. The total amount due to our municipality is $13,3$5, which will be sent to us in monthly installments beginning in January, 1994. They anticipate that the period necessary to complete the proportional payments to all municipalities will be five to six months. Administrator Van Vooren stated that pursuant to the requirement of the property tax levy process, the Staff anticipates conducting a Truth and Taxation Hearing relative to the 1993 property taxes. Tentatively, a Truth and Taxation Hearing is scheduled to be conducted on December 13, 1993 at 7:00 p.m. A Notice of this Hearing estimates the property taxes relative to this particular hearing and will be published in the Enterprise informing the public of the hearing. Additionally, Administrator Van Vooren provided to the Village Board an estimate of the 1993 Tax Levy. This estimate was far a tax rate of $6.8260/$100 and a total levy of $725,689. J. Heimerdinger approved authorization to advertise for the Public Hearing on December 13, 1993. Seconded by L. Kelly. Voice vote. 6 yes, 0 no. Motion carried. After the Public Hearing it would be Staff's desire to adopt the Ordinance on December 20, 1993» J. Heimerdinger moved that we appropriate $1,800.00 to provide the employees funds to purchase Turkeys for Christmas. Seconded by R. Rock. Voice vote. 6 yes, 0 no. Motion carried. Administrator Van Vooren spoke with regard to the Birkett Farm and the Fry Annexation. We had discussions as to an offsite storm sewer that passes COUgh the Birkett Farm. The Birkett's attorney, Richard Sne-~.,~ride~~, has prepared a Grant of Easement PLAINFTELD VILLAGE BOARD OF TRUSTEES NOVEMBER 22, 1993 PAGE FOUR Recapture Agreement between the Birketts and Frys (which facilitates the construction of this public storm sewer on private property in the interim of development). Consensus of the Board was to ask for time to review this legal document, since it was delivered today, they had not had time to look over. R. Rock moved to adjourn the meeting. Seconded by J. Ray.
