JANIK _ CLERK At 7:00 p.m. President Peterson called the meeting to order and led the pledge to the flag. The purpose of the meeting tonight is to see if we can create a permanent framework for intergovernmental cooperation to determine what subjects are appropriate for mutual discussion, also to discuss how this organization should meet and what it should be composed of. SEPTEMBER 23, 1993 PAGE TWO 3) They asked the Village of Plainfield to consider the impact of their decisions in extending their borders and increase development. They wish to improve communications and cooperation and hope that this first joint meeting will be the beginning of a long, and lasting relationship. VILLAGE... - RS P I N our main concern is GROWTH.. We must support each others political needs and I believe there are certain areas which we can work together on, such as: planning, traffic routes, our comprehensive plan, site of facilities, new schools, extended library services, police services, crime, youth problems, social needs, gang problems, ESDA, impact fees, making the Village of Plainfield a HOME RULE UNIT, the location of facilities for the Fire District, routing for trucks for fire service, location of water hydrants, equipment storage and joint training of ESDA and fire district personnel. The Library is the cultural center of our community, someday we would like to see a Civic Center supported by all the Boards where drama groups and other cultural events can take place. I propose that we establish a group consisting of two members, an • administrator and a legislator from each Board to meet monthly to discuss issues of mutual concern and to report back to their individual Boards. VIL BO - Y U T My number one concern is Public Safety (Law Enforcement) . The times in which we live are now dictating the direction we have to take in this area. It is no longer simply arresting an individual, but trying to educate the individuals to make them worthwhile and a contributing factor to our society. I would hope that all the Boards here tonight, as a group, address and cooperate with each other in making the streets safe for every resident. From the area of Public Works we could enjoy the cooperation and the sharing of personnel and equipment. I suggest that we look at the contracts issued for the purchase of material, and consider going into a group purchasing program. Our major concerns are in the areas of Public Safety, Planning and Development, Finance, Public Works. I would propose that we set up a committee structure for each of these areas, assign two members of each Board to a particular committee. Those committees formed should specifically address the issues relative to it's area of expertise, develop an agenda and make regular reports back to the overall Board. • PLAINFIELD VILLAGE BOARD OF TRUSTEES SEPTEMBER 23, 1993 PAGE THREE VI LAGE OARD__- J CK HE ~~ One common concern that we all share is the impact of growth on our community. The most important step is to define what this community is going to be, what it's needs will be for schools, parks, commercial strips and where are those schools, parks and commercial strips going to be and how we are going to pay for them. I believe the purpose of this meeting is to do something substantial, not just talk. Besides growth, I believe law enforcement and taxes are important issues. The community demands intelligent reflection on these three major issues. As decisions are made, each Board must be sensitive to the impact of it's decisions of the other. O - EL E The school district cooperates and has a good working relationship with all the Boards represented tonight. We look forward to continuing forums in hopes of strengthening intergovernmental communications and cooperation. O - L Issue,~1 - Increasing enrollment because of new homes in the school district causes two problems for the schools. A. We need more classrooms and eventually more schools. B. We are not attracting enough additional business and industry to offset the pressure of property taxes on homeowners. C. We need to consider cooperative efforts to address these issues: ],. Work with our State legislators to attempt to reduce the pressure of local property taxes. 2. Work cooperatively to attract new industry. 3. Work with the County and all villages in our school district to increase impact fees on new housing development. Issue #2 - There is an increasing concern and attention being expressed about gang involvement, drugs, and alcohol with our children. We need to collectively define our social and legal responsibilities in this area. We recommend that each unit appoint one or two representatives to meet four times per year to fully discuss all of the mutual issues presented this evening and other matters that we will be facing. We have already appointed Bess Eichelberger as our representative. • PLAINFIELD VILLAGE BOARD OF TRUSTEES SEPTEMBER 23, 1993 PAGE FOUR FYRE ROTECTION DIS RICT BOARD -- MICHAEL ~Q~ We have over 30,000 residences including, unincorporated Plainfield, Wheatland Township, and portions of Kendall County. Our performance in the line of duty requires cooperation, decisions and communication. We would welcome the opportunity to work with all the Boards in retaining our tax basis. In summary, we would like an opportunity to have input in ordinances and building codes regarding smoke and fire detections, which would include emergency exits, sprinkler systems, alarm systems. Secondly, subdivision planning which would include street numbering, street culdesac dimensions, so it would allow our trucks to turn around. LIBRARY DISTRICT BOARD -_ GEORG,~, MEN'~.'ZLER We have two major issues which are of great concern to us. 1) Annexation and the acquisition of property. ~) Impact fees for new homes. They welcome their meeting rooms to all the various Boards if space is needed. They also expressed the need for cooperation with the School District and pooling of resources for the residents. 8~ T O AN S C Dr. Stanfield recommended that each Board select a representative or two and an Administrator to attend a combined meeting and then to organize those people into subcommittees. The School Board will make the arrangements for this scheduled meeting. Kenneth Hummel stated that there is a potential for very great things to happen by all taxing bodies working together.
