MEETING IN EXECUTIVE SESSION and SPECIAL MEETING
OF RICHMOND COMMON COUNCIL
AS BOARD OF DIRECTORS OF RICHMOND POWER AND LIGHT
April28, 2014
The Board of Directors of Richmond Power and Light met in Executive Session on Monday,
April28,2014 in the Auditorium at the Service Building at Richmond Power&Light,2000 U.S.27
South, Richmond, Indiana. Chairperson Don Winget called the meeting to order at 6:00 p.m.
Member's present was Jack Elstro, Clay Miller, Larry Parker,Ron Oler,Bruce Wissel and
Board Chair Don Winget.Board members' Kelley Cruse-Nicholson,Phil Quinn, and Misty Hollis
were absent.Attending from Richmond Power and Light was General Manager James French.City
Attorney Walt Chidester was also present.
This is to certify that no subject matter was discussed in the executive session other than the
subject matter specified in the public notice. IC 5-14-1.5-6.1(b)(2)(B).
The Executive Session was adjourned at 7:45 p.m.
Immediately following the Executive Session, Chairman Winget called the regular Board
Meeting to order at 7:55 p.m.
Chris Cox and Susan Alexander, from Richmond Power and Light joined in the RP&L
Board meeting.
1. Awarding of a 2015 Ford Explorer:
General Manager Jim French said that Wetzel Automotive Group could not match the
State Bid List price of$25,421.00, the year of the model requested, or the delivery date, so it is
his recommendation to the Board to purchase the 2015 Ford Explorer from Advantage Ford in
Connersville, the State supplier. Bruce Wissel made the motion authorizing the General
Manager to purchase the vehicle from the State bid list supplier, Advantage Ford. Larry Parker
seconded the motion. Board members Bruce Wissel, Larry Parker, Jack Elstro, Ron Oler and
Chairman Winget voted in favor. Board member Clay Miller voted against the motion. The
motion carried on a 5-1 voice vote.
2. IMPA Update:
General Manager Jim French advised the Board that a draft agreement from Indiana
Municipal Power Agency has been received and is currently under review by legal counsel.
General Manager French requested from the Board of Directors authorization to allow
IMPA to distribute applications and conduct background checks for White Water Valley
Generating Station employees' for potential hiring. Mr. French informed the Board that any
offer to employees' is contingent upon Richmond Power and Light and Indiana Municipal Power
111 Agency signing an agreement.
Bruce Wissel made a motion authorizing IMPA to distribute applications and conduct
background checks on current WWVS employees' for potential hiring. Clay Miller seconded the
motion. All were in favor and the motion carried.
Mr. French advised the Board that RP&L will be posting 2 laborer's positions and an
apprentice tree trimmer position in the Line department to parallel with the IMPA process. He
also informed them that he will be meeting with the WWVS staff on Tuesday morning (April 29,
2014) .
