HomeMy Public PortalAbout04-21-2014 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT April 21, 2014 The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. April 21, 2014 in the Council Chambers of the Municipal Building in said City. Chairperson Winget presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also present were: James French, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Media and Sergeant-at-Arms. APPROVAL OF MINUTES: Mr. Miller moved to approve the minutes of the meeting held April 7, 2014, supported by Mr. Parker. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Ms. Hollis moved to approve the following bills for payment, supported by Mr. Parker. Upon a vote viva voce,the motion passed. Bills Already Paid: Payroll and Deductions 289,243.74 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 286,477.00 Telecom. Div. Misc. Pre Paid Invoices: 7,036.07 EFT/Direct Deposit of Payroll: 163,811.95 EFT Transfers: 4,961,894.56 Total Bills Not Paid: 131.458.20 Grand Total: $5,512,297.62 STREET LIGHT COMMITTEE: None • OLD BUSINESS: None NEW BUSINESS: • Board authorization of an increase to the General Manager's salary by 3% retroactive to the anniversary of Mr. French's start date of January 14, 2014. This request includes an additional 5 days paid vacation per the Employee Relations Committee recommendation of March 7, 2014. Mr. Wissel moved to approve, supported by Mr. Miller. Upon a vote viva voce,the motion carried. • Board approval of Resolution 2-2014 amending the Salary Resolution to reflect the increase in the General Manager's salary. Mr. Miller moved to approve, supported by Mr. Wissel. Upon a vote viva voce, the motion carried. • Authorize the General Manager to purchase a 2015 Ford Explorer from the State Bid list in the amount of $25,421.00. This purchase would replace Vehicle #10, a 2004 Ford Explorer with 93,000 miles. This purchase was previously approved in the budget. This will be revisited on May 5, 2014 REPORT BY GENERAL MANAGER: • There were two recent power outages—one was caused by raccoons in a substation. The cause of the second is unknown. • The Employees are working to improve communications with the public. MISCELLANEOUS BUSINESS: -None ADJOURNMENT: There being no further business and a motion duly made, the meeting was adjourned.
