(Special Sessi on) The Board of Public itiorks of the Cityofi.ichmond, Indiana, met in special session µednesday January <Gth, 1916, at 9 o'clock A,g All the members of said Board being Fresent, Yessrs, Bavis, L;ar. latt & McMinn• The following proceedings here had, to -wit: - Pursuant to action taken by Board January 2Clth , 1916, the Board met with the different bidders, who had submitted proposals for furnishing Turbine & Condenser for b.B.L•& P•P. after hearing all representatives present, the following recommendations were received, to-rit:- After careful analysis of the various bids received on the Condenser, it is our best judgment that the Westinghouse Electric 11fg• Co, has the best proposal, their price being w1G, 800. erected on the Youndati one complete. In their proposal they bid on a duplicate unit to drive the auxiliaries & all the other Co'n,bids were without duplication; and it takes the least amount of cenlingrater for the Yestinghouse condenser than it does for any of the rest which is a very important factor in our case as our water supply is none to great. The Westinghouse proposal taken the least amount of power to drive the auxiliaries than any of the other prof -orals that were submitted-. In regard to the Turbo -Generator Set it is our beet judgment that the General Electric Cole, proposition No•2, the price being J209250., is better than any other proposal that was submitted. They have complied more closely to the speci fi cu ti ons than either one of the other rroposals. They have stated their capacity of the turbine non -condensing,& lbs.of steam per K.W•non-condensing as you will note in the try ulati on. They also state the definite lencth of time that their turbine con be started froma cold con- dition. They have also included Jr the Turbo -Generator Set all looses whatsoever which are included in their steum guarantee; neither one of the other proposals have definitely stated in their prorosalc whether all, losses were included in the stern guarantee or not. As you know, we have both vi sited each O of the manufacturers that subioit a bid on these proposals & Pe olive considered in our deci si on the design& const ructi on of the various machines. The followingproceedingsto _wit;_ On motion of Mr. McMinn, the Board decide to increase the wages 1J16ne horse wagon men to Z%IV per hour, beginning with Feb.lst The Clerk was di rented to notify the P. Co C. & St. L. hy. CO., to clean the walks abutting their prcrerty on Center Street. The Clerk was directed to notify Lars, Hursting, to clean the walks abutting her property east side of South 13th Street, Lot Noe G, Salters, Addition, The Board instruct the City Civil Eno veer, to specify washed gravel in all concrete work, and to muke srecifications for brick streets, to receive bids for either laying brick or, a sand cushion or right on the cement foundation, before the cement has set. The Board adopt a rule that in the future, no oiling petitions will be entertained unless the cash for said oiling accomrany's the petiti on, and the rate shall be 1 V for one cost of oil, and 2V for two coats of oil per square yard.
