VAN VOOREN - ADMINISTRATOR JANIK - CLERK BENNETT - POLICE CHIEF HARVEY - ATTORNEY HAMILTON - ENGINEER WALDOCK - PLANNER At 7:00 p.m. President Peterson called the meeting to order. Roll call was taken, J. Dement was absent, all other Trustees were present. He then led the pledge to the flag. President Peterson then turned the meeting over to Trustee Lambert, who presented the Urbana Group, planners which the Village hired to do the Historic Preservation Reconnaissance Survey. Alice Edwards and Karen Kummer, presented their Second Public Informational Meeting. The survey is a preliminary survey and is • meant to identify areas of the community that. need to be studied in more detail for historic preservation purposes. Presently, we are conducting the field work, (windshield survey), driving around and lacking at the resources in the Village and the result will be put in report farm. Tasks include conducting literature searches at the Village of Plainfield Planning Department, Historical Society, Public Library to assist with the identification of historic contexts or themes in Plainfield's history, consulting individuals knowledgeable about Plainfield's history and we have completed black and white and color slide photography of representative samples of the resources. The Trustees asked a few questions and participated in the discussion. There were no ublic comments. L. Kelly moved to adjourn the regular meeting and go into the Public Hearing to discuss annexation agreements for Tope/Rathbun, Mc Clellan and Cambridge. Seconded by J. Ray. Motion carried. #3 DISCUSSION - CHILD CARE CENTER/MARVIN HOCHSTETTER Planner Waldock spoke regarding the proposed Child Care Center. Location is Renwick Rd. east of Rt. 59 on a farm previously known as the Waite Farm. Mr. Hochstetter gave a presentation and further defined his intentions of operating a full day/preschool program as well as a before and after school program. He spoke briefly on his past experience with offerings of these types of services. The Trustees had a discussion. It was learned that the business hours would be 7:00 a.m. until 6:00 p.m. Previously it has been a problem as to placing a commercial day care center in a residential location with concerns as to reuse. The position of the Trustees was in agreement to the plan. 4 ORDINANCE - AMENDMENT TO ANNEXATION AGREEMENT FOR LAKELANDS/MATERIAL SERVICE. Planner Waldock spoke regarding the amendment to Annexation Agreement on the remaining back half of the Lakelands phases two and three subdivision. It would account far the annexation of the balance of the property, roughly 160 acres. After discussion by the Board and legal advise from Attorney Harvey, the Board agreed to table the annexation of the Tope and Material Services properties until a Letter of Credit is provided from Tope Carp. Under the annexation agreement, the Tope Carp. will be required to extend water and sewer lines from the Lakelands east along 135th Street to Lily Cache Creek, and south along the east side of the creek to the north boundary of the Material Services property. Administrator Van Vooren gave a recommendation that we annex the backhalf of the Lakelands in Units 2 and 3 to close that chapter of the annexation process. • PLAINFIELD VILLAGE BOARD OF TRUSTEES JULY 18, 1994 PAGE THREE L. Administrator Van Vooren spoke briefly regarding an issue which needs to be addressed by the Board. Under the U. S. Army Corp. of Engineer Flood Plain Regulations, the Village now has to sign off at any and all permits that result in maintenance or changing of the floodway channels. The above projects require additional modification to the Lily Cache Drainage Creek, as it is adjacent to and runs through the incorporated portion of the TOPE piece. Therein, the Village has been asked to oversee maintenance of the drainage way. I have spoken regarding modifying documents both on the Final Flat and in the Restrictive Covenants that will allow for the Homeowners Association to have a Declaration that they have the ultimate responsibility for maintaining any of the floodway that is through their piece. If they choose not to enforce or clean it up, the Village can go in and~^require it to be done through legal action or clean it up and attempt to collect through legal action. • Staff is seeking direction to execute that permit as the responsible party to assist in the floodway improvement plan as submitted by TOPE and Cambridge. The to direct Staff to foJ.low through on the Village to oversee maintenance of the 12 DISCUSSION - CAMBRIDGE HOMES SITE PLAN REVIEW AND PRELIMINARY Planner waldock spoke regarding Cambridge Homes Preliminary Plat and Site Plan review in the Reserve Subdivision. Cambridge Homes proposes to construct 100 townhouse units on a 20.25 acre site located in the Reserve Subdivision. The Annexation Agreement for the site allows for up to 125 units. The plan as presented calls for 25 four units each occupying opposite corners of the structure. The common party wall separating each unit runs in a cross pattern through each structure. In this way, no more than two units are visible from any one facade elevation. The project is designed for access along Cambridge Circle. The road system is a private street to be awned and maintained by the Owners Assaciation. Cambridge Drive will access Hunt Club Lane, a public street serving the Reserve Subdivision and accessing Illinois Rt. 126. The Annexation Agreement provides that improvements to Illinois Rt. 126 will be conducted in accordance with IDOT approvals for turn lanes, signalization, and drainage. The parking and drive areas are paved. The lighting plan provides for pedestrian style lighting to eliminate the offstreet parking areas. The plan calls for provision of lighting similar to public street lighting at a style to be chosen by Cambridge. Each unit is supplied public utilities via individual services for water and a common single service for sanitary sewer that has been reviewed and found to be acceptable. The plan does not call far dumpsters or trash enclosures for each unit. Instead, a curbside pickup is preferred by the applicants. Building facades are combination brick and siding. Models vary with 4 styles. Storm water management is provided in the overall development scheme. There are 909 approved plant materials required by site development regulations. 1250 plants are provided fox the development. Parkway trees are provided along Hunt Club Lane and Cambridge Circle. Individually, each structure would have about 50 plants. Staff recommends approval of the Preliminary Plat and Site Plan far Cambridge subject to stipulations: Comply with requirements of the Village Engineer; Camply with requirements of the Plainfield Fire District; Lot 14 shall be limited to building Type 2; All exterior lighting shall be consistent with Plainfield Public Street lighting system standards for Cambridge Circle, and parking lot lighting shall be of a pedestrian scale similar to typical; Trash collection for pickup provided at curbside similar to single family residences, unless alternate dumpsters, and then a trash enclosure achieving a 100% visual screen is necessary. PLAINFIELD VILLAGE BOARD OF TRUSTEES JULY 18, 1994 PAGE FIVE Trustee Lambert discussed the names of the streets, and noted that this is just a discussion and cannot be approved by the Board until annexation of the entire Reserve Subdivision site and adjoining 43 acre tract owned by Material Service Corporation. He also questioned if Cambridge was going to have monumental signs. Representatives from Cambridge Homes announced that as a part of the Reserve Development there will be a low level landscaping type entry at Rt. 126, but would not be putting anything at the Cambridge entrance. There was a concern as to the carriage walk system throughout the Cambridge development. Attorney R. Selfridge brought up two important issues of which he requested explanations. Concerns as to the water line extension along Rt. 126 and the original annexation agreement ca].1ed for the triggering of installation of that line at the 80th unit, or if pressure requirements dictated, at Engineer Hamilton's recommendation, that it would be required now, and included with the Letter of Credit. Engineer Hamilton spoke regarding concerns as far as water pressure. This question will be discussed and answered before the annexations come back to the board. The other issue was a requirement that a Letter of Credit be posted for restoration for earthwork. The Trustees needed to examine this request. Administrator Van Vooren stated that this has been a standard policy. 13 ORDINANCE - APPROPRIATIONS FOR 1994-~95 L. Kelly moved to adopt ORDINANCE N0. 1568 MAKING APPROPRIATIONS FOR THE VILLAGE OF PLAINFIELD FOR THE FISCAL YEAR BEGINNING 1994. Seconded by M. Lambert. Vote by roll call. Kelly moved to adopt ORDINANCE N0. 1569 AMENDING THE CODE OF ORDINANCES OF THE VILLAGE OF PLAINFIELD RELATING TO INCREASING THE NUMBER OF LICENSES FOR SCAVENGERS AND GARBAGE COLLECTORS FROM FIVE TO SIX. ADMINISTRATOR'S REPORT Administrator Van Vooren spoke regarding a request submitted from the Village for a grant for 17 bike racks to be placed on public property throughout the Village, basically school sites and park sites. The Village has been awarded 17 bike racks, but in order to facilitate the process they are asking the Village to enter into an Intergovernmental Agreement that says they agree to spend up to $1,200.00. Hamilton spoke regarding request received from Mark Soave, who is the developer far Riviera Estates Subdivision located along Naperville/Plainfield Rd. The original plan called far a sidewalk to be installed at 49' from the center line of Naperville/Plainfield Rd. Mr. Soave felt that with that alignment it would appear to be in the middle of the yards. He requested to realign the sidewalk to 39'. Our office has reviewed and have no objections, but it will require IDOT review. The request is a revision from the approved plat of the subdivision. L. Ke11y moved to approve the revision in the sidewalk right-of-way of the original Plat of Riviera Estate Subdivision, subject to IDOT approval. Seconded by R. Rock. Voice vote. 5 yes, 0 no, 1 absent. Motion carried. PLANNER'S REPORT Planner Waldock spoke regarding a letter received from Kirk and Pamela Phillips who placed a pool in their yard which is presently enclosed with a 4 ft. fence. Building code requires a 5 ft. fence. This is a temporary pool that is taken down annually during the winter season and it is filtered. The Phillips live at 13438 South Columbine Circle in Golden Meadows Subdivision. There are restrictive covenants in the subdivision that would prevent a fence taller than 4 ft. The applicants are asking for the Village Board to approve a building code variance to allow them to use their pool with a 4 ft. fence instead. Discussion was had between the Trustees over the pool issues. The consensus of the Board was to have this issue go back to committee for evaluation and to also communicate with the property owner that the pool can only be used at a depth of 2' or less, until further decisions have been made. Planner Waldock spoke with regard to progress being made on Planner interviews. The committee has narrowed the applicants down to 3 finalists and scheduled final interviews before the selected Staff at the end of July. L.
