HAMILTON - ENGINEER 7:16 p.m. Opened the Public Hearing WEINHOLD--KLETT ANNEXATION Planner Waldock spoke regarding the Annexation Agreement for Howard F. Weinhold, Martheen K1ett and Henry Klett, Owners, with property being along Naperville/Plainfield Rd. south of 127th Street in Wheatland Township, Section 35. The subject site is one of three tracts included in a court approved annexation along Naperville/Plainfield Road between 135th Street and 119th Street. The subject site gains contiguity via the Lakelands Subdivision along Naperville/Plainfield Road. The subject site is located within the Village of Plainfield's Facility Planning Area for sanitary sewer service and also adjoins portions of the Village of Bolingbrook at the east. The agreement does include a concept plan for development of the subject site, however, no immediate development is anticipated with this Annexation Agreement. The Concept plan call for single family residential development. Four (4) separate commercial sites are proposed for B-3 zoning. The commercial sites are located along 127th Street at Naperville/Plainfield Road and along 127th Street at Soak Road. The Agreement provides for a development density of 2.75 units per acre, including the townhouse sites. The Annexation Agreement includes language with regard to impact fees which would be applied Village Wide. The Concept Plan appears rather dense in terms of lot coverage. There does not appear to be sufficient park area and school sites. And i might question whether the storm detention pond location is suitable in terms of topographical locations and another issue would be the sizing of the detention area. Staff recommends approval of the Annexation of the territory and the Concept Plans general land use provisions. The Plan Commission also recommends approval of the Annexation of the subject territory and approval of the land use provisions contained in the Annexation Agreement for the Single-family residential development, Multi- family areas, and proposed Commercial sites at major intersections. r ~ C7 VILLAGE BOARD PUBLIC HEARING MAY 16, 1994 PAGE TWO They recommend that further evaluation of necessary to affirm sufficient land management, public parks and school sites. He asked the Staff to further investigate if we want to include Concept Plans as exhibits. KELLY ANNEXATION Planner Waldock spoke regarding the Mary A. Kelly property located at the south east corner of the intersection of 119th Street and Naperville Plainfield Road and the south west of the intersection of 224 Avenue (Essington Road) and 119th Street. This property is one of three tracts included in the court appointed annexation along Naperville/Plainfield Road between 135th Street and 119th St. The subject site gains contiguity via the Clarkson property west of Naperville/Plainfield Road and adjoining the subject site at the south property line. The subject site is located within the Village of Plainfield's Facility Planning Area for sanitary sewer service. This site adjoins portions of the Village of Bolingbrook at the north and east as well as incorporated territory to the south. Concept Plans show development of the subject site is primarily single-family residential lots, Two commercial lots proposed for B-3 zoning shown on the northern corners of the subject site. Land use proposed in the Annexation Agreement are generally consistent with the Village's Comprehensive Plan. The Concept Plan appears rather dense in terms of lot coverage. There does not appear to be sufficient park area and no school sites are addressed by the plan. At issue would be the sizing of the detention area. Staff recommends approval of the annexation of the territory and the Concept Plans general land use provisions. The Plan Commission also recommends approval of the annexation of the subject territory and approval of the land use provisions contained in the Annexation Agreement. They recommend that further evaluation of the Concept Plan be necessary to affirm sufficient land area for storm water management, public parks and school sites. No ublic comments were made.
