At 7:03 p.m. President Peterson called the meeting to order. Roll
call was taken and L. Ke11y and R. Rock were absent, all other
Trustees were present. He then led the pledge to the flag.
BUSINESS MEETING- STP PROJECT FT. BEGGS AND ROBERTS RD.
Administrator Van Vooren spoke regarding the Will County STP
Project of Ft. Beggs Road. The Village Board had directed Staff to
resubmit the Fort Beggs Drive STP Grant Application through the
Will County Transportation Committee. On Wednesday, April 27,
1994, the Will County Transportation Committee did meet to evaluate
any and all applications submitted for funding under the County's
STP project. At that time, the Committee voted to recommend
approval of the Fart Beggs Drive/Robert Road project for the final
year of the League's FFY 95-99 Transportation Improvement Program.
This recommendation is conditioned upon the Plainfield Village
Board adopting a resolution indicating that the Village can fund
the required local match (20~ of the total Phase II Engineering and
Construction costs) during the programmed year. The League
requires this "local match" resolution of all project sponsors
according to its Surface Transportation Program (STP)
Implementation Policy. the WCGL Full Membership will give final
programming approval to projects in the FFY 95-99 TIP at the May
12, 1994 meeting. The Village of Plainfield's resolution is needed
prior to this May 12th meeting for the Fort Beggs Drive/Robert Road
improvement to be programmed at this time.
The Fort Beggs Street project is anticipated to eliminate the "T"
intersections of Fort Beggs and Rt. 59 and the "T" intersection of
Roberts Road and Rt. 59 by swinging fort Beggs Street South to
intersect Rt. 59 at Roberts Road. The project would also include
signalization of the Ft. Beggs/Roberts Road intersection.

It is anticipated that the budget as per the 1993 application is as
follows:
Phase I Engineering $18,000.00
Phase II Engineering 68,000.00
Right-of-Way 150,000.00
Construction 748,000.00
Total $984,000.00
Should the Village be successful in obtaining federal monies for
this project, the local cost would be as follows:

Administrator Van Vooren spoke briefly about a letter received
today from Joy Schaad, Transportation Consultant, who reviewed the
documents that the Village submitted to obtain STP funding for the
realignment of Fort Beggs Road and signalization of the new 4-
legged intersection of Fort Beggs, Robert and TL 59. Ms. Schaad
stated that the signalization at IL 59 is good for the community
both operationally and for safety. The realignment of Fort Beggs
to meet the Robert Road alignment is desirable, and will enhance
the collector roadway function and support the goal of developing
a network of collectors to link to area and regional arterials and
provide more travel path options to Plainfield residents. She
would encourage the Village to proceed with the necessary steps to
advance this project, immediately.
After Administrator Van Vooren explained fully how this project
would be subject to the availability of 5TP funds and this
project's ranking in relation to other 5TP project applications
during that cycle, the Trustees had a lengthy discussion. There
was concern with the project, that being how does the Village of
Plainfield match the federal monies.
M. Lambert moved to adopt Resolution No. 1071 AUTHORIZING THE
EXPENDITURE OF FUNDS FOR VARIDUS IMPROVEMENTS TO FT. BEGGS/ROBERTS
ROAD THROUGH THE WILL COUNTY GOVERNMENTAL LEAGUE SURFACE
TRANSPORTATION PROGRAM. Seconded by J. Heimerdinger. Vote by roll
call. Dement, no; Heimerdinger, yes; Kelly, absent; Lambert, yes;
Ray, yes, Rock, absent, Peterson, no. 3 yes, 2 no. 2 absent.
Motion carried.
