Diane I 've revised this TO to address not only permitting but also tasks necessary to Solicit Cost Proposals and
facilitate that process. Due to the unknowns here regarding the extent and location of all structures,normal design
documents cannot be formulated. Hence we propose an RFP process similar to that attempted in 2008. One exception
here is the availability of time since construction cannot take place until after 31 August 2015.This gives us the time we
didn't have in 08 to more widely solicit and advertise for contractors, hold an on-island meeting etc. Accordingly,
contractors will be give substantially more time to determine how to approach the project.
Ultimately, because of the unknowns related to the removal of ALL structures, our firm will require some form of"Hold
