Rock. Voice vote. 6 yes, 0 no. Motion carried. 1) 1995 TAX LEVY Administrator Van Vooren informed the Board that the Village of Plainfield is required to adopt its 1995 Tax Levy by the last Thursday of December. The Village has reviewed the estimated tax rate as prepared by Staff and authorized this Public Hearing. The purpose of the Public Hearing was to comply with the Truth in Taxation Legislation which mandates the Public Hearing when the proposed tax extension exceeds 105% of the previous year extensions. The 1995 Tax Levy anticipates extending a total of $880,329 from real property within the corporate limits of Plainfield. This represents a 10.97% increase in tax receipts over the 1994 year. In the calculation of this Tax Levy Staff has used the following growth assumptions: 1) 1994 property values will increase by 4%; 2) 1994 Operating Extension will increase due to tax cap by 2.7%; 3) New construction for 1995 will equal $13,750,000 of E.A.V.; 4) New Annexation for 1995 will equal $400,000. With the given assumption the operating levy for 1995 will increase by $94,811 which was distributed to the General Carp., Police, Immunity, IMRF and Police Pension levies. THERE WERE NO PUBLIC COMMENTS 2) MAF DEVELOPMENTS, INC. The subject site in this case is approximately 285 acres of vacant agricultural land, located between R. 126 and 143rd St., approximately 1/4 mile west of U.S. Rt. 30. The subject site is presently used agriculturally. The applicants propose an Annexation Agreement with R-1, Single-family zoning to accommodate a residential subdivision with a fully developed park site, including ball fields, soccer field and tennis courts, a trial system along the storm water detention areas and a man mad wetland area. Also included with this project is a privately PLAINFIELD VILLAGE BOARD OF TRUSTEES DECEMBER 4, 1995 PAGE TWO maintained swim club on 5 acres located at the intersection of Meadow Lane and "K" street. A 12.03 acre school site contribution is proposed for an area centrally located in the subdivision, north of "K" Street and west of Meadow Lane. The development includes 718 total dwelling units. The Annexation Agreement shall have a 20 year term. Annexation Agreements have recently included provisions for floor area ratio standards. An appropriate ratio would be 30% floor area to lot size ratio. The general layout of roadway systems and development concepts are found to be acceptable. Staff recommends approval of the Annexation of the 285 acre site, based upon the finding that the property is a logical extension of the current Village boundaries. Staff would recommend approval of establishment of Res. ASingle-family zoning over the site, based upon the finding that this zoning is consistent with the Villages' Comprehensive Plan and is consistent with current surrounding land uses.
