n called the Public Hearing to order.
Dir. Waldock reviewed with the Board Ensure Properties Annexation
Agreement. Ensure Properties has submitted an Annexation Agreement
for a sixty acre parcel located along the east side of Van Dyke
Road, west of the E. J. & E. Tracks between 143rd Street and
Lockport Street. The property is at the north fringes of the
western downtown area. The subject site is vacant at the present
time. The site has access on Van Dyke Road as well as access to
the E. J. & E. Railroad. The Annexation Agreement provides for a
twenty year term as allowed under state statute. Many of the
Annexation Agreement provisions are intended to provide economic
and development incentives from the Village to potential occupants
of the Industrial Park. The agreement includes provisions such as
Village construction of Van Dyke Road and abatements of real estate
taxes by both the Village and the School District. The Agreement
establishes a Planned Unit Development format for regulation of the
development of the property. It is the applicants intent to
provide a "park like" industrial setting for their business park.
The land use mix is intended to provide a range of development
options to satisfy market demand within the Village.
Trustees spoke about the benefits to the Village, concept of plan,
needs to go to the Development Committee before further discussion
by the Board. Will there be restrictions on type of structures or
covenants. Mike Guinta, restrict parking areas, lighting,
landscaping, building construction, corporate park image, national
headquarters type image, detention areas-aerated to tie in with
cites plan for park on east side, coordinating road that would
potentially go across the tracks would create community walk ox
bicycle path. suggested that we prepare an economic impact study,
traffic study to. bring before the Development Committee,
information on industrial parks in area.
7:23 p.m. D. Rock moved to close the Public Hearing and return to
the Regular Meeting. Seconded by ~;. Dement. o ce vote. 6 yes,
