Task Order 2014-01 (Rev. 1)—Derelict Structure Removal—Permitting/Design/RFP
This Task shall be revised to account for expanded federal interagency coordination sufficient to
acquire a "Nationwide Permit" from the Savannah District, USACOE. Permit conditions will
directly affect project timing. In addition, the SOW is expanded to allow for the formulation of
"design" documents sufficient to solicit Proposals, the cost of a post-fill beach condition survey, the
actual RFP solicitation process, analysis of same, and a recommendation to the Town. A
breakdown of costs for this expanded scope is included as Exhibit A.
The revised authorized budget is increased from$10K to $78K.

DISCUSSION
Background — T.O. 2014-01 was authorized for purposes of seeking Letters-of-Permission
(LOP's) to perform activities required to remove the derelict structure field lying seaward of Ft.
Screven. The initial T&M budget was predicated upon little to no federal interagency
coordination requirements related to ESA (piping plover; red knot; sea turtles). See Memo dated
10 November 2014 discussing the original T.O. (attached). Said coordination is now necessary
due to in-depth site specific interagency concerns.
It is proposed that the original T.O. be expanded to address the elevated level of project
permitting involved, as well as several additional activities (not previously addressed) related to
design, solicitation of proposals by marine contractors, etc.
SUBTASKS
• Permitting — It is proposed that this Task, which includes a meeting at the Savannah
District, USACOE on 12 March 2015 be expanded from the original $10K budget to
$21K.
• Design — Utilizing the original survey data which located the subject derelict structures
prior to burial by the 2008 federal beach fill, as well as updated beach survey info,
aerials, etc., the consultant will formulate documents suitable for soliciting Proposals to
perform the requisite removal activities (after 31 August 2015). Note — the documents
formulated are not typical design documents but rather documents suitable for receiving
Proposals which delineate Work Plans and Costs — from multiple qualified marine
contractors. In addition, an updated beach survey in March or April will be required.
The cost for this Subtask (including the beach profile survey by a subcontractor) is
$35,000.

• Request for Proposals (RFP) — The consultant shall advertise the subject project over a
30-60 day period, as well as directly solicit interest from an in-house list of known
marine contractors throughout the Southeast. The consultant shall likewise facilitate a
pre-proposal meeting with prospective Contractors on Tybee Island intended to view the
site, answer questions, or provide additional information regarding the work, permit
terms, etc. Subject to the Request for Proposals, the consultant will analyze the
submittals and provide a written recommendation to the City. The cost of this subtask is
$22,000.
Not included in this revised scope are future services required for construction observation,
contract management, etc. Also, not included are permit fees, costs of legal advertisements, etc.

Pursuant to your request late last year, I forwarded to you a Time and Materials Task
Order addressing this issue on 20 December 2013. A copy is attached again for your
consideration.
In executing this Task Order it must be understood that the level of effect only addresses
the acquisition of a Letter-of-Permission from the State and USACOE.
Should either agency require a"Biological Opinion" or other similar assessment(s) due to
the timing of the proposed action, the level of effort will increase significantly. In the recent
past, the two (2) issues of sensitivity have been sea turtles (in the summer) and Piping Plover (in
the winter). Most of the area of interest is in federally designated Piping Plover habitat.
