PUBLIC HEARING

7:10 p.m. President Peterson called the Public Hearing to order.
Present roll call stands.
Dir. Waldock reviewed with the Board that the subject site is 78.08
acres. The site is vacant agricultural land and includes a natural
drainage pathway separating the east one third of the property from
the west two thirds. The drainage path accepts stormwater runoff
from several hundred acres north of 7.35th Street. The pathway
ultimately provides an overland flow route through Pheasant Chase
Subdivision and to the west Norman Drain.
The concept has been accepted by the Plan Commission and the
Village Board members. The land plan associated with the
Annexation Agreement for Eagle Chase has been prepared in the
format of a Planned Unit Development. The Annexation Agreement
provides far R-2, PUD and R-4, PUD Residential Zoning. Twenty-
three lots located in the north west corner of the subject site are
designated for duplex construction. South of the duplex area, also
along Van Dyke Road, the Plan provides far thirty Single-family
homesites of 10,000 sq. ft. minimum and 11,800 sq. ft. average lot
sizes.
Discussion with Trustees took place regarding final layout of the
townhouse area, forestation plan, traffic circulation, need for
traffic lights, and children's cross point, density of units and
design criteria, and the fiscal impact this develapment has a:~ the
Village. A major paint of concern was the lack of a park on this
site. Applicants, B & C Partners were present for answering
concerns or questions.
Mr. Dave Gramildi, homeowner in Golden Meadows Estates spoke
regarding various concerns; dust construction/roads need to be
watered; silk fencing, dumpsters, construction entrance, lighting,
play area, and again made a request for a traffic signal at Rt. 59
and 135th Street. Mr. Roth, homeowner from Golden Meadows Estates
also felt the same about the above issues raised by Mr. Gramildi,
etc., construction entrance and a children's crossing point between

the two subdivisions. Mr. Mike Hakowitz, 591 Pheasant Chase, had
concerns regarding the elevation in his backyard with regard to
drainage. Mr. Cass Collins of Springwood Builders, developer,
explained that the value of single-family homes would be averaged
around $190,000, townhomes $118,000 and duplexes $130,000.
Don Reager, Ruttinger & Tonelli, Engineers far the development,
spoke regarding drainage for this subdivision, and the differential
between lot grading. Joe Wilhelmi, 2590 N. Mallard Drive had
concerns regarding drainage problems and stated that he was opposed
to multi-family housing. Tim King, homeowner in Pheasant Chase, had
concerns if a traffic study was done when tying together the
streets of the two subdivisions, he also had great concerns for a
park for the new subdivision. Mr. Gramildi spoke again with an
objection to the price of the duplexes and townhomes. Mr. Bab
Frankus, 570 Pheasant Chase, asked far a left turn lane on 135th
Street and Rt. 59. The Trustees then discussed the above mentioned
concerns of the homeowners from Golden Meadows Estates.
5:25 p.m. D. Rock moved to adjourn the Public Hearing and to
return to the Regular Meeting after a 5 minute break. Seconded by
K. Stalzer. Voice vote. 6 yes, 0 no. Motio ~ arried.
