At 7:00 p.m. President Peterson called the meeting to order. Ro11
call was taken, all were present, he then led the pledge to the
flag.
M. Lambert moved to approve Agenda. Seconded by R. Smolich. Voice
vote. 6 yes, 0 no. Motion carried.
J. Heimerdinger moved to approve the Consent Agenda. Seconded by
M. Lambert. Vote by roll call. Dement, yes; Heimerdinger, yes;

Motion carried.
J. Heimerdinger told the Board that the Economic and Development
Committee Meeting scheduled for Wednesday, August 9, 1.995 at 5:00
p.m. will be postponed and rescheduled at a later date.
#3 DISCUSSION - PIONEER LANES/CENTENNIAL FARM
Director Waldock stated that the Village approved an annexation
agreement with the Muellers in January of 19$9 which provided for
B-3 zoning on that portion of the property that was within 300 feet
of U. S. Route 30. The remainder of the property was zoned to be
R-1. The applicants have informally discussed the proposed
development of a 25,000 square foot bowling center on the
Centennial Farm with the Village Board and the Plan Commission.
The bowling center was proposed for the 300 foot deep portion of
the property which was zoned B-3 per the annexation agreement.
While discussions have focused on the bowling center, the
applicants have also demonstrated interest in the future
development of the remainder of the property.
The annexation agreement provides for B--3 zoning for 16.2
acres of the 50.399 acre site, the remainder is proposed as R-1.
The area designated at B--3 also includes a 1.125 acre portion
. subject to a special use permit far the proposed bawling center.

The Village Engineer's preliminary review has found that eight inch
water mains will need to be extended from both Roberts Street and
Getson Street to adequately serve the Bowling Center. The
agreement also provided for public streets to be constructed and
dedicated to the Village and specifies a width consistent with the
Subdivision Control Ordinance minimum standard for street design.
The agreement provides for park and school district donations in
regard to any residential development on the subject property.
The agreement is correct in stipulating that the proposed non-
residential uses shall not be required to make any park or school
district donations per Village Ordinances. The proposed bowling
center would not be required to make such donations. The
residential area will be bound by these requirements when and if
they develop. The agreement provides that the owners may connect
to existing Village water and sanitary sewer mains to serve the
development of the subject property at the owners cost.
Staff has suggested revisions to the present Annexation
Agreement; Item 4-This section now refers to 5.69 acres calculation
based by the applicants more accurately to identify the specific
areas to be developed with the initial phase of construction;
Section 8, on page 7 of the text, now refers to the deferral of
recapture charges assessed against the initial 5.69 acre
development area to be payable on a per acreage bases when the area
zoned R1 Residential is developed at a future unspecified date.
Staff does not object to this revision in that it satisfies the
owners obligation for the specified recapture amount. Provide for
a Class J liquor license for the proposed bawling alley.
The Village of Plainfield Zoning Ordinance recognises that
there are certain uses which, because of their unique
characteristics, cannot be classified in any particular district
without consideration, in each case, of the impact of those uses
upon adjacent land and of the public need far the particular use in
the particular location. "Amusement establishments including, but
not limited to, bawling alleys, billiard halls, dance halls, and
skating rinks" may be permitted in the B3 District as a special
use.
The Plan Commission recommended approval of the Zoning from
Wi11 County A-1 to Village B-3 District, and Special Use Permit for
a Bawling Alley, subject to the following stipulations:
1) Completion of the Site Plan Review submittal requirements
and completion of the formal Site Plan Review process. 3) Trash
enclosures must be provided; 5) Compliance with the requirements of
the Village Engineer; 6) Compliance with the provisions of the
Plainfield Fire Protection District. 7) Compliance with conditions
agreed upon with the Will County Forest Preserve in regard to the
Lake Renwick Rookery.

Staff suggest the revisions of the Annexation Agreement as follows:
1) Storm sewer shall be required per Subdivision Ordinance,
even if no outfall is available; 2) Add reference to recapture fee
resolution; 3) Reference to Call "J" Liquor license rather than
Class "A"; 4) Recapture fee to apply to 7.25 acres to 7.25 acres
rather than 4 as shown; 5) The Village shall not be obligated to
extend further water or sewer utilities at its cast; 6) Add
reference regarding use of private well for irrigation purpose
only, compliance with crass connection protection and Health
Department requirements far capping and abandoning wells.
There was a discussion among the Board and Attorney Tom Wilson,
representing the Mueller Family gave a short presentation and
answered questions from the Hoard. Comments from the public were
heard.
Dawn Georgakas, 101 Benson Street, spoke for the Homeowners of
Plainfield Acres with a few concerns: They would like to see the
Berm height increased; and needed more information regarding future
development.
Mike Kenney, 113 Benson, had concerns for the security and gang
problems that might happen due to the bowling center.
Dan Bush, 311 S. Howard, had concerns regarding the location,
alcohol problems, and lighting.
Paulette Young, 109 S. Benson Avenue, had concerns as to water and
sewer capacity.
Thomas Carey, 205 W. Roberts, asked what impact this would have on
his property value.
Diane Ruedin, 23126 W. Hickory Lane, was extremely excited about
the prospect of a bowling alley taming to Plainfield.
Don Bright, 19 W. Ottawa Street also expressed excitement for the
bowling alley.
Barb King, 107 Benson, also had concerns with regard to the bowling
center.
George Contos, owner of Town and Country Lanes in Joliet, also
spoke in telling the public that in the next two years he was
hoping to bring a bowling center to a location an Rt. 59 and
Frazier Raad.
Ione Mueller, one of the owners of the property, spoke briefly
regarding the Forest Preserve property.

There was a discussion by the Board Members before a vote was
taken. Overall they were all in agreeance that we need commercial
development and looked on the project favorably. They did have
concerns with regard to future development on the property.
M. Lambert moved to direct Attorney Harvey to prepare ordinances
for the Annexation Agreement, Annexation, Rezoning, and Special Use
Permit and approval of commercial site far Pioneer Lanes Bowling
Center with stipulations recommended by the Plan Commission per the
July 31, 1995 Staff report numbered #1,3,5,6 and 7 and from the
Staff, also from the July 31, 1995 report, Item number 6 with three
(3) additional stipulations; Compliance with Forestation language
previously discussed; The Berm will be 5 1/2 feet high along the
western edge of the property abutting Plainfield Acres; and That
Liquor Class "J" License would run from 1:00 a.m. except 2:00 a.m.
on New Years Eve. Seconded by R. Smolich. Vote by roll call.

#4 ORDINANCE -AMUSEMENT TAX
A brief discussion involving the Amusement Tax Ordinance took place
and it was decided by the Board to insert in Section 8 that the
Amusement Tax would commence on October 1, 1995.
J. Heimerdinger moved to adopt ORDINANCE NO. 1617 ESTABLISHING AN
AMUSEMENT TAX. Seconded by J. Dement. Vote by roll call. Dement,
yes; Heimerdinger, yes; Lambert, yes; Rock, yes; Smolich, yes;
Stalzer, yes. 6 yes, 0 no. Motion carried.
5 DISCUSSION.- HARVEST GLEN SETBACK VARIANCE
Director Waldock spoke regarding the Preliminary Plat far Harvest
Glen Subdivision which was approved in January of 1994. Final Plat
approval for Unit One was granted in April of 1994. Final Plat
approval far Unit Two was approved one year later in April 1995.
The subdivision includes 240 Single-family homesites overall on a
104 acre tract. Average lot sizes for the subdivision exceed
12,000 sq. ft. however some lots were approved at a minimum of
10,000 sq. ft. at scattered locations. Proposed with this request
is the construction of a 15 ft. wide and 3 ft. high landscaped berm
• located along the fence line west of Rt. 30. In the rear yards of
lots in Units One and Two which front on the east side of Ranchland
Dr~.ve. Lots involved in this proposal are lots 65 through 76. A

variance is requested to provide a 25 ft. front yard setback where
30 ft. is required. This request is made to provide usable rear
yard space between the 15 ft. berm and a typical 40 ft. deep house.
The lots along this side of Ranchland are typically 145 ft. in
depth. The Plan Commission recommended approval of the front yard
setback variances for Lots 65 through 76 in Units One and Two of
Harvest Glen Subdivision. The Landscape Plans and Berm
construction are considered part of the variance package and may
not be separated or deleted by the applicant.

#7 DISCUSSION - GRIT CHAMBER STEEL REPLACEMENT
Superintendent Countryman spoke briefly regarding the fact that the
Wastewater Department Staff has noticed that the steel inside the
grit chamber has deteriorated to the point of needing replacement.
This work is needed to insure proper operation of tha~s unit. The
Village has money in the 1995-95 budget far this grit chamber work.
M. Lambert moved to authorize Timco Metal Products, Inc. to
complete the needed grit chamber work at a total cost of $6, 550.00.

Superintendent Countryman also told the Board that his department
has noticed that the grit building's roof, facia, gutters, and
downspouts, have deteriorated to the point of needing replacement.
M. Lambert moved to authorize Tusek Sheet Metal, Inc. to complete
the needed grit building work at a total cost of $6,350.00.

#9 DISCUSSION - CHAMPS
Administrator Van Vooren told the Board that again CHAMPS has
requested that the Village of Plainfield participate in the funding
of the coordinator position. Staff recommends that the Village
President and Board of Trustees authorize the continued
participation in CHAMPS for 1995-1996 at a cast of $2,500.00.
J. Dement moved to authorize the continued participation in CRANES
for 1995-1996 at a cost of $2,500.00. Seconded by R. Rock. Vote
by roll call. Dement, yes; Heimerdinger, yes; Lambert, yes; Rack,
yes; Smolich, yes; Stalzer, yes; 6 yes, 0 no. Motion carried.
10 DISCUSSI N - SANITARY SEWER SERVICE WHEATLAND SALEM CHURCH

Staff recommends that the Village President and Board of Trustees
direct the Village Administrator to contact the Wheatland Salem
Church indicating that sanitary sewer service is available to their
property.
M. Lambert moved to direct the Village Administrator to contact the

ADMINISTRATOR'S REFORT
Administrator Van Vooren spoke regarding a request he has received
from Louis Karnesis, Morris, Illinois. Mr. Karnesis acquired one
of Kastelic's buildings on Route 30 and over the past summer has
had some septic field failures and is now seeking to make a
connection to the Village's utility system for sanitary sewer and
water to that building. The building currently has four (4) retail
operations and three (3) residential units on the 2nd floor. There
• was no waiver of connection fees or line charge fees and the tap-on
fees for this piece of property is $11,900 for water, $16,530 for
sewer and a $2,788.50 for line on the Route 30 utility extension,

Administrator Van Vooren told the Board that the general contractor
for the Renwick Road signals an I1. Rt. 59 have started their
preliminary work and have indicated that they will need an office
for their field engineer far the next few months during the work.
The use of Well House #5 for temporary quarters at $35p.00 month
along with a rental agreement stating they will take care of any
damages that might occur as a result of their occupying the
building.
J. Dement moved to approve the rental of Well House #5 for
temporary quarters for the field engineer who is working on the
Renwick Road signals on Il. Rt. 59 at a $350.00/month along with
paying his own phone charges. Seconded by M. Lambert. Voice vote.

• ENGINEER'S REPORT
Engineer Regis spoke briefly regarding MFT program which was
started on Lockport Street and Indian Boundary Lane.
PLANNER'S REPORT
Director Waldock informed the Board that enforcement has begun
regarding highway signs. He then proceeded to give background
information on Jim's Farmstand who operates an unenclosed farm
stand at the location of Joliet Road since the Spring of 1990. The
permission to operate the farm stand was granted (renewable
annually) for short term seasonal operations. In light of recent
requests from Cottonwood Farms to operate a farm stand at Fort
Beggs and Rt. 59 (in the Plainfield Plaza), concerns have been
raised concerning this issue. Cottonwood Farms has installed a
farm stand without Village permission. The Village Board
specifically expressed concerns with regard to the Plainfield Plaza
site and preferred not to allow operation of the farm stand at the
Plaza. Mr. Paul Siegel of Cottonwood Farms was informed of this
decision and was told that the Board tabled further consideration
of the topic until Zoning Ordinance revisions were prepared to
better address the issue. Staff recommends that Jim Ostrasky of
Jim's Farmstand be notified that his permission to operate will
expire this winter. Therefore, giving him six months notice to
find a new location meeting Village requirements. There was a
discussion among the Board on this situation.

notifying Jim Ostrosky of Jim's Farmstand that permission to
operate will expire this winter. Seconded by R. Rock. Vote by

Smolich, yes; Stalzer, yes. 5 yes, 1 no. Motion carried.
Planner Durbin spoke regarding conversations he had recently with
Mr. Ed Zak of the Illinois Department of Transportation regarding
the rerouting of the portion of Route 30 on Joliet Road between Rt.
59 and Renwick Raad to an alignment that follows I1. Rt. 59 then
east on Renwick Road and then back to the Joliet Road alignment.
IDOT supports the rerouting and is currently studying the project.
Clerk Janik informed the Board of the Illinois Municipal League's
82nd Annual Conference held September 28-October 1, 1995 at Chicago
Hilton and Towers, Chicago, Illinois.
