DEMENT, J. HEIMERDINGER, M. LAMBERT, R. ROCK, K. STALZER. R. SMOLICH WAS ABSENT. MEMBERS OF PLANNING T. SPIKA, W. MANNING, R. SCHINDERLE, COMMISSION PRESENT: L. KACHEL. J. SOBKOVTAK, K. O'CONNEL AND A. ANDERSON WERE ABSENT. At 7:00 p.m. President Peterson called the Public Hearing to order with the Pledge to the flag. Roll call was taken, Dement, here; Heimerdinger, here, Lambert, here, Rock, here, Stalzer, here, Smolich was absent. Spika, here; Manning, here; Schinderle, here; Kachel, here. Sobkoviak, absent; O'Connel, absent; Anderson, absent. President Peterson introduced Mr. Lane Kendig, President of Lane Kendig, Incorporated to conduct the Public Hearing. Mr. Kendig introduced Mr. Marc Mylott who has assisted on the preparation of the Comprehensive Plan. Mr. Kendig stated that the Comprehensive Plan is the culmination of about a year's worth of time, wherein they have participated in workshops, interviews and local reconnaissance of Plainfield. The Plan has several chapters on specific items such as Village Center, Transportation, Community Character to name a few. The Plan is in reaction. to the increasing demand from growth and the impact growth has on the Community. This growth is reflected in the population increase experienced, as well as NTPC's projected 2010 and 2020 population for Plainfield. The Plan also anticipates a balanced land use so that the tax base would also be balanced. Finally, the Plan recommends the need to protect the Village's borders in an effort to maintain the Community Character Plainfield has. Mr. Kenda.g then presented a series of slides demonstrating Plainfield's Community Character, as well as enhancing this image. Items discussed were clustered housing, borrowed open space, landscaping, streetscaping, roads and entrances and signage each of these can be developed to be a positive element in our character. Mr. Kendig further stated that the implementation of the Comprehensive Plan would be through the development of the Village's Master Zoning Ordinance. However, there exist other . PLAINFIELD VILLAGE BOARD OF TRUSTEES PLAINFIELD PLANNING COMMISSION PUBLIC HEARING JUNE 26, 1995 PAGE TWO components, use of boundary agreements, development of a Capital Improvement Plan, Village Center improvements and working with IDOT on redirecting State roads through town that also require action. These items working in conjunction with a new Zoning Ordinance would maintain and enhance Plainfield's Community Character. Mr. Kendig discussed in some detail the Transportation Plan and the need to develop a hierarchy of roads to accommodate the projected traffic from the 33 square mile planning area. It is important that the community not lose sight of the fact that tens of thousands of people will live in and around Plainfield. Servicing their transportation needs will be a key component in the maintaining of Plainfield's community character. Kendig, "The use of 143rd Street is sensitive to the needs to service both the existing industrial area as well as protecting the downtown." George Kessel, Capper Drive, "143rd Street, will it nat destroy the character of community?" L. Kendig, "Road systems must be designed to service the users in a logical hierarchial manner." Kessel," What value will be added/decreased to property values around the road?" L. Kendig, "The addition of the road will not decrease property values, but may decrease the rate of increase on certain properties." Alice Pression, Copper Drive, "Will Village reimburse property owners for lost value?". L. Kendig, "No" G. Kessel, "Will not bringing train station downtown add to the congestion?" L. Kendig, The addition of a Metra Station downtown will serve to enhance pedestrian use of the downtown and potentially spur redevelopment." Alice Pression, "Time schedule - what is it?" L. Kendig, "The Comprehensive Plan is based on a twenty year horizon and some components, like transportation may require the participation of others". George Pression, "Why haven't Village discussed this with IDOT, it is not even in the Village?" Kendig, "The Village has discussed same components of the Transportation Plan with IDOT, as for the area outside the Village, all the territory is within the Village's planning area." Pamela Callison, "IDOT has not been approached about 143rd St.?" L. Kendig, "The Village, during future discussions with IDOT on State Roads, will have an opportunity through bargaining to address this road." Walter Manning, "You didn't discuss a lot of industrial opportunities, why not?" L. Kendig, "Industrial Zoning needs a good highway accessibility and with the development of traffic network could be beneficial in the areas depicted on the map. Tf the transportation system is inadequate, Industrial opportunities may not materialize." Larry Kachel, "Can we do both, Land Use and Transportation at the same time ar shouldn't we first develop and approve the Transportation Plan." Mark Rinnan of Meridian stated they had an obligation to work with the Village and Lane xendig on developing the master plan and through several meetings have done so. L. Kachel, "Renwick Road is only a minor road and shouldn't it be of greater designation." Mark Rinnan, "A minor arterial is the lowest level. of arterial." Kachel, "What about Lockport Street, it is showed as a Major Arterial?" Mark Rinnan, "You are correct and it fits the spacing standards used in the planning area." Tom Spika, "Lockport Road dump state of T-55/30 intersection?" L. Kendig, "Intersection is in into the heart of town. What is Joliet and will stay." Frank Darman, Buttercup, "We must proceed with bath plans, should develop a safety first approach to trucks turning on Rt. 30." L. Kendig, "Village must develop a consistent workable solution, and transportation coordination has been done in lockstep with the Comprehensive Plan." President Peterson, "If we had 119th Street and Caton Farm as SRA's and Political consensus of WIKADUxE, why do we need 143rd St. intersection?" L. Kendig, "One objective is to eliminate 126 through Downtown, as well as moving U.S. 30 traffic to I-55 sooner! SRA spacing also needs to be developed for east/west therein the importance of 143rd." Kendig, "A11 these roads are already collectors/arterial, and are ultimately needed additionaly the alignment at Weber potentially may be unsafe." Question from Audience, "Will trucks use 143rd or be eliminated?" L. Kendig, "Trucks would be directed to 143rd to support and develop the industrial zoning. Trucks will be allowed to use said road." Question from Audience, "A month ago at a meeting Village Officials said no trucks." L. Kendig, "Trucks would be used." Question from Audience, "How many lanes and what wall be the impact on Vegetation". L. Kendig, "initially 2 lanes and there will be some removal of vegetation, if Federally funded an environmental study would be needed." J. Dement, "Do you, L. Kendig and Meridian recommend limited access of WIKA.DUKE, and where does the interchanges go?" L. Kendig/Mark Rinnan, Would recommend limited access and interchanges at Caton Farm, I-126, 143rd and 119th Street." B.
