FOR RICHMOND POWER & LIGHT
JULY 15, 2013
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m, July 15, 2013
in the Council Chambers of the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also present were: James French, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Jackie Winget; Kim Poinsett; Gus Duke, Media and Sergeant-at-Arms.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held July 1, 2013, supported by Ms. Hollis.
Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Winget moved to approve the following bills for
payment, supported by Mr. Parker. Upon a vote viva voce,the motion passed.
Bills Already Paid:
Payroll and Deductions 311,749.60
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 98,187.75
Telecom. Div. Misc. Pre Paid Invoices: 8,667.13
EFT/Direct Deposit of Payroll: 175,025.18
EFT Transfers: 4,757,883.33
Total Bills Not Paid: 128.894.87
Grand Total: $5,130,357.50
STREET LIGHT COMMITTEE:
None
OLD BUSINESS:
• BID AWARD: Mr. Miller moved to award the bid for the remodel of three offices, two
bathrooms and a hallway to Trademark Construction in the amount of Fifty Three Thousand
Six Hundred Dollars and zero cents ($53,600.00), supported by Mr. Winget. Upon a vote
viva voce,the motion carried.
NEW BUSINESS:
None
REPORT BY GENERAL MANAGER:
• Have been generating this week—probably through Friday
• The Rate Study project is continuing
MISCELLANEOUS BUSINESS:
None
