HomeMy Public PortalAbout05-20-2013 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT MAY 20, 2013 The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. May 20, 2013 in the Council Chambers of the Municipal Building in said City. Chairperson Wissel presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry Parker, Misty Hollis, Ron Oler and Phil Quinn. Also present were: James French, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Media and Sergeant-at-Arms. APPROVAL OF MINUTES: Mr. Parker moved to approve the minutes of the meetings held May 6 & 13, 2013, supported by Ms. Hollis. Upon a vote viva voce,the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Mr. Winget moved to approve the following bills for payment, supported by Ms. Hollis. Upon a vote viva voce,the motion passed. Bills Already Paid: Payroll and Deductions 301,979.62 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 167,046.83 Telecom. Div. Misc. Pre Paid Invoices: 80,391.82 EFT/Direct Deposit of Payroll: 168,316.85 EFT Transfers: 5,187,961.91 Total Bills Not Paid: 77.946.87 Grand Total: $5,647,010.20 STREET LIGHT COMMITTEE: None OLD BUSINESS: NEW BUSINESS: • STRATEGIC PLANNING SESSION: Ms. Hollis moved to authorize the General Manager to contract Prime Group for a Strategic Planning Session, supported by Mr. Winget. Upon a vote viva voce, the motion passed. • DELEGATE FOR AMERICAN PUBLIC POWER ASSOCIATION: Mr.Winget moved to appoint General Manager Jim French as RP&L's voting delegate for APPA, supported by Mr. Parker. Upon a vote viva voce,the motion passed. • AUTHORIZATION TO RECEIVE BIDS: Mr. Miller moved to authorize the General Manager to receive bids for the remodel of three offices,two bathrooms and a hallway, supported by Ms. Cruse-Nicholson. Upon a vote viva voce, the motion passed. Mr. French noted the internal electric will be done in-house. REPORT BY GENERAL MANAGER: • There was some vandalism at the Johnson Street Transformer. The cost to repair will be 111 approximately$140,000.00. This work is covered by insurance. • Beginning with July billings, the Energy Cost Adjustment will reduce electric rates for the three summer months. • The first meeting regarding cost of service and rate study has been held.
