HomeMy Public PortalAbout07.26.96 VB Special Mtg MinutesPLAINFIELD VILLAGE BOARD OF TRUSTEES SPECIAL MEETING HELD ON FRIDAY, JULY 26, 1996 AT THE LILY CACHE PLAZA PLAINFIELD, ILLINOIS BOARD PRESENT: PRESIDENT PETERSON, J. DEMENT, J. HEIMERDINGER R. ROCK, K. STALZER. TRUSTEE SMOLICH WAS ABSENT. OTHERS PRESENT: J. MCDONALD -ADMINISTRATOR S. JANIK -CLERK D. BENNETT -POLICE CHIEF H. HAMILTON -ENGINEER D. COUNTRYMAN -STREETS A. PERSONS -WATER & SEWER P. WALDOCK -DIRECTOR OF DEVELOPMENT & ZONING. At 5:30 p.m. President Peterson called the meeting to order. Roll call was taken. R. Smolich was absent, all other Trustees were present. President requested the meeting tonight to find out the status of trash pickup. D. Countryman spoke informing the Board that BFI will be in town at 6:00 a.m. to pickup trash Saturday morning with 20 trucks and 2S people. If BFI does not show up by 7:00 a.m., I have set up with Dave Workman, and his trucks /employees to start pick-up of garbage by 12:00 noon. On Sunday evening I will surveying the town. I have IDOT truck at my disposal on Monday who, if necessary, will pick up remaining trash. President Peterson requested the Board's approval for this procedure, and if needed, authorize the hiring of the Workman services. The cost of Workman services will not be more than BFI. Trustee Heimerdinger f nds the alternative plans for the trash pickup unacceptable. J. Heimerdinger moved that we authorized the additional expenditure of $25,000, if necessary, for the addition of standby trucks so that the trash in the streets can be picked up. President Peterson informed Trustee Heimerdinger that the plan stated above would cast more than the $25,000 that he just authorized. Trustee Heimerdinger at that point changed his motion to state: J. Heimerdinger moved that we authorize the Village Administrator to spend up to $50,000 on additional trucks , if necessary, to pick up the trash. The Motion failed for lack of second. J. Heimerdinger left the meeting at S :3 S p.m. Trustee Dement requested from Staff an update on the status of trash at this time. He thanked the Staff and stated that he felt an excellent job was done so far. D. Countryman explained that what was out there last Sunday, the Pheasant Chase/Marybrook area currently has approximately 2S% of what was there Sunday, Main Street has approximately 20%, James Street has nothing, Plainsman Terrace has approximately 2S%, The Lakelands has probably SO%( they still have water). The area foreman for BFI feels that by early afternoon Saturday he would have all trash PLAINFIELD VILLAGE BOARD OF TRUSTEES JULY 26, 1996 PAGE TWO picked up. Staff will be out on Sunday to access the results. At this point, we feel that our backup plan will work if BFI does not show. On Sunday, people will continue to work on their lower levels, and will be bringing mare trash out. Staff feels that we have the trash under control. Staff will continue to watch the progress all weekend. J. Dement moved to approve D. Countryman's plan. Seconded by K. Stalzer. Vote by roll call. Dement, yes; Rock, yes; Stalzer, yes; Peterson, yes. 4 yes, 2 absent. Motion carried. President Peterson asked the Board if they would authorize payment of $6.00 far water tests for Village Residents on wells, with the drop off point the same at this time as before, the Pazk District office. J. Dement moved to authorize the payment of $6.00 far water tests for Village Residents on wells. Seconded by K. Stalzer. Voice vote. All Board Members voted yes. J. Dement continued discussion on Safety issues. He requested the status of the Police Department? Administrator McDonald stated that the Police Department is occupying the present Village Hall. They aze attempting to reconstruct and refurbish that building. He has secured the services of an architect to estimate work. Wescom is operating in the back of the Ameritech building out of a trailer. J. Dement requested stains of streets. D. Countryman, Streets, stated that Mazina Drive, in the Lakelands, the main entrance going in is still flooded. After discussing with Gerry Clark he expressed a desire to correct. He is currently pumping the water out of the lake. His plan is to saw cut the curb and cut a swale to have the water drain out naturally. Our resources do not allow us to help him pump. Emeregency vehicles can be brought back to the homes. J. Dement commented to the Board that those homes are our responsibility, not Gerry Clarks. It is important that we make sure that we can get emergency vehicles in there and people can get in and out. There was a lenghtly discussion on this matter. H. Hamilton, Village Engineer, calculated that it would take approximately 5 days to get the water level down. Next, J. Dement questioned the status on bridges and Railroad crossing. H. Hamilton responded that all bridges have been checked and all repaired if there was some minor damage. All railroad crossing are workable. Administrator McDonald noticed that the lights on Lockport Street have been on early in the day and need to be checked. It was noted that all lights aze in working condition. All catch basins and ditches are all clean. A. Persons stated that the sewage treatment plant is now operational. There are still three (3) motors that need to be returned and reworked. There is other miscellaneous pumping equipment and other small items that still need to be worked on. Our laboratory has been moved to Well S. PLAINFIELD VILLAGE BOARD OF TRUSTEES JULY 26, 1996 PAGE THREE President Peterson spoke regazding monies to replace Village facilities. If you were to go for Alternate Bonds, you would have to publish by July 31, 1996 if you wanted to get into the November election. I think we need to know where are dollazs aze, and that we are to eazly far this. General Obligation bonds we would be able to still go forwazd with those by August 31, 1996. Point for discussion tonight by Administrator McDonald was if the Board decides to go to Alternate Bonds the window is about to close, and we need to do something tonight. The temporary offices at Lily Cache Plaza for the Village Administration is authorized by the Boazd for 90 days to 6 months. The cost is $3,000 a month and includes tax, maintenance. Does not include utility charges. J. Dement stated that he thought it was much to soon to consider Bond issues until we have every issue answered and information out to people, members of Boazd present agreed. Chief Bennett spoke regazding minimal remodeling of the old Village Hall to meet the Police needs. President Peterson requested Chief Bennet and Administrator McDonald to arrive at figures for the work that needs to be done at the present Village Hall to make it usable by the Police Department, and Village needs for establishing new Village Administration offices. Chief Bennett also reported that the crime rate during the flood was very law, and they had experienced very few problems. K. Stalzer moved to adjourn the meeting. Seconded by J. Dement. Voice vote. All presented votes yes. Meeting adjourned at 6:35 p.m. SUSAN JANIK, VI AGE CLERK
