EMERGENCY MEETING
DATE: JULY 19, 1996 AT: PETERSON & WHITLEY LAW OFFICES

At 11:00 p.m. President Peterson called the meeting to order. Roll call was taken. J. Dement
and R. Smolich were absent, all other Trustees were present.
President Peterson announced that Trustee Michael Lambert resigned.
Discussion took place regarding all health concerns caused by the flood. Administrator
McDonald informed the Board that water and sewer is stable and functioning properly. Sewage
treatment plant is under water at this time, and assessments will have to be made. Red Cross
shelter is set up at the Plainfield High School. A schedule for setting up Tetnus shots is being
worked out and water is being delivered by Red Crass at Plainsman Court in Plainfield.
Administrator McDonald discussed the site of the Police Station which at the present time is
flooded to the ceiling in the basement itself. We are presently pumping that out, and it will take
a major reconstruction project. The moving of the police operation has been discussed and
alternative locations are being looked at. We would need the Boards permission to negotiate
with the owners of the property at Lily Cache site to move the operation of the Police down there
for an indefinite period. We need to be up and operational ASAP. Chief Bennett needs an
immediate place to operate.
J. Heimerdinger moved to grant permission to the Village Administrator to make all necessary
arrangements to create emergency offices for the Police Department. Seconded by R. Rock.
Voice vote. 4 yes, 1 absent. Motion carried.
Discussion of the Village Hall took place, regarding clean-up, phone service. All of the
administration of the Village Hall is temporary located at the Street Department Garage, 221 N.
Joliet, Rd.

There was discussion on if there is enough room to house the street department, administrative
offices and building department in the 221 Joliet Rd. Building.
President Peterson announced at this point of the meeting that Plainfield Fest was cancelled for
this weekend.
Administrator McDonald is presently seeking the use of the Plainfield High Schaal Auditorium
for a Public Meeting on Monday, July 22, 1996. This meeting should be intended to provide
information for flood victims. (Health and Safety, Building, Insurance information, Low interest
loans). Trustee Heimerdinger will be working on publishing an informational pamphlet to be
handed out to everyone involved in the flood. The Enterprise is working with him to have them
printed tomorrow morning and being handed out in the afternoon.
Administrator McDonald informed the Board that the Building Department is now sectoring the
community trying to access the damage so that we can report to the State so we will have enough
information to have the Feds declare this a Federal Disaster Area, and therefore, we will get
federal help. D. Countryman told the Board that Drauden Road culvert is damaged, and they
will be working on that road today to repair. President Peterson expressed a desire to offer
~""`~~ pumping service to people that have basements flooded. He expressed a need to create a
coordinated volunteer effort. ESDA (Mill Street Garage) will become a volunteer clearing house
using the number 436-6215. Volunteers or people that need help can call this number.
President Peterson announced that there is a meeting being held at 1:00 p.m. today at the
Shorewood Village Hall with Federal Officials to supply information regarding the flood. All
municipalities will have 2 minutes to make a summary of conditions in their community.
K. Stalzer moved to contract with BFI to pickup the surplus garbage pickup at a rate not to
exceed $66 a hour and $32 a ton on a continued basis until the garbage is removed. at the cost to
the Village. Seconded by J. Heimerdinger. Voice vote. 4 yes, 2 absent, 0 no. Motion carried.
J. Heimerdinger moved that for a period ofthe next 30 days and for items related to emergency
expenditures for flood damage, that we increase the Village Administrator's authority to approve
expenditures to $15,000. Seconded by K. Stalzer. Voice vote. 4 yes, 2 absent, 0 no. Motion
carried.
R. Rock moved to adjourn the meeting. Seconded by K. Stalzer. Voice vote. 4 yes, 2 absent, 0
no. Motion carried.
