FOR RICHMOND POWER & LIGHT
MARCH 4, 2013
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. March 4, 2013
in the Council Chambers of the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also present were: James French, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Russell Davis; Media and Sergeant-at-Arms.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held February 19, 2013, supported by Mr. Miller.
Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Winget moved to approve the following bills for
payment, supported by Ms. Hollis. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions 300,875.31
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 1,069,096.25
Telecom. Div. Misc. Pre Paid Invoices: 33,603.43
EFT/Direct Deposit of Payroll: 168,789.38
EFT Transfers: 339,749.90
Total Bills Not Paid: 162.449.51
Grand Total: $1,736,985.02
STREET LIGHT COMMITTEE: None
OLD BUSINESS: None
NEW BUSINESS:
• NEW POWER PRODUCTION FACILITIES ADMINISTRATOR: This position would replace an
Assistant Power Production Facilities Administrator and a clerk. By consensus, this issue was
held until March 18.
REPORT BY GENERAL MANAGER:
• The APPA Rally in Washington, D. C. next week will be attended by the majority of the Board
