FOR RICHMOND POWER & LIGHT
FEBRUARY 4, 2013
The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m. February 4,
2013 in the Council Chambers of the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also present were: James French, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Russell Davis; Major Mark Connery, RPD; Media and Sergeant-at-Arms.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held January 22, 2013, supported by Kelley
Cruse-Nicholson. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Winget moved to approve the following bills for
payment, supported by Ms. Hollis. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions 298,086.29
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 580,362.53
Telecom. Div. Misc. Pre Paid Invoices: 34,103.41
EFT/Direct Deposit of Payroll: 166,869.86
EFT Transfers: 98,430.71
Total Bills Not Paid: 274.572.75
Grand Total: $1,118,685.84
STREET LIGHT COMMITTEE: None
OLD BUSINESS:
• RECEIVE BIDS ON A 2013 SEDAN FOR THE GENERAL MANAGER:
Four bids were received:
Wetzel - 2013 Chrysler 300C = $37,353.00
2013 Chrysler 300LXF H48 = $31,833.00
2013 Ford Taurus = $35,131.00
Studebaker - 2013 Buick LaCross = $41,460.00
Mr. Miller moved to refer the bids to the General Manager for tabulation, evaluation and
recommendation, supported by Mr.Winget. Upon a vote viva voce, the motion passed.
