WALDOCK -DIRECTOR H. HAMILTON -ENGINEER J. DURBIN -PLANNER At 7:15 p.m. President Peterson called the Public Hearing to order. Roll call stands as taken during the regular meeting. GRATE ANNEXATION Director Waldock gave the Board background information regarding the Grate Sign Company of Joliet which owns a narrow strip of land formerly used as the Electric Railroad Right-of-Way along U. S. Route 30 between 127th and 135th Street. The property is approximately three-fourths of a mile long, and 50 feet in depth from the street right-of-way. The parcel is adjoined by the E. J. & E. Railroad tracks on the East and U. S. Route 30 Right- of-way on the West. The Annexation Agreement would result in the donation in this parcel of land to the Village of Plainfield. In exchange for this land donation, Mr. Grate seeks to acquire a perpetual easement for the installation, maintenance, and use of four (4) billboard signs measuring up to 32 feet in height, with 18 feet of ground clearance under the billboard. The sign face would be 10 foot, 6 inches tall by 36 feet wide. Total sign area would be 378 square feet per billboard sign. The sign construction would be a modern monopole with external illumination. The Village's Comprehensive Plan calls for a parkway trail along this corridor. The Development Committee has concluded that a maximum of three (3) billboard signs should be considered. Mr. Grate stated that under county zoning regulations, he would be permitted to have up to 8 signs on the parcel. The Village Staff saw a potential for public benefit through the construction of a parkway trail on the site. The consensus of the Board was not in favor of any more billboard signs and requested the Staff to do more investigation. PLAINFIELD VILLAGE BOARD OF TRUSTEES PUBLIC HEARING MAY ~0, 1996 PAGE TWO r-; PA5QUINELLI ANNEXATION Planner Durbin talked about a proposed PUD for 283.3 acre site bounded on the east by IL Rt. 59, on the west by Van Dyke, on the north by 119th Street, and on the South by 127th Street. The PUD plan proposed 448 single family detached homes, 306 single family attached homes, and a 6-15 acre commercial site. The Trustees expressed their concerns over the traffic flow, with major congestion building on Route 59. Developer Bruno Pasquinelli stated that he did not think that Van Dyke will be a major road and he could not afford major improvements to 127th, 119th and Van Dyke Road. Some of the Trustees think the possibility is very real that Van Dyke Road will be used by commuters as an alternate route during upcoming construction on Rt. 59. Truste''e Dement made objection to the number and type of housing proposed for this development. M. Lambert moved to close the Public Hearing and return to regular meeting. Seconded by R. 5molich.
