At 7:00 p.m. President Peterson called the meeting to order. Roll call was taken, all were
present, he then led the pledge to the flag.
#1 DI CUSSION - 1996 STP GRANT
Administrator McDonald stated to the Board that he requested President Peterson to call a
Special Meeting to consider five (5) items that Engineer Joe Regis needed to clarify before
he could properly submit STP Applications, which had a deadline date of February 1, 1996,
to the Will County Governmental League. Those five (5) items under consideration were
the following: 1) Van Dyke Road -consider Boulevard or Regular Collector? Phase I
Engineering? More important than Lackport Street? 2) Lockport Street -add Bike Path? 3)
Fort Beggs -add Bike Path Tunnel under IL. 59? also realignment of same. 4) Van Dyke Rd.
Box ~wlvert? 5) Lockport Street Bridge - Do not submit?
Engineer Joe Regis spoke regarding the applications for STP grant which are basically road
projects. In 1995 the Village submitted applications for Van Dyke Road from U. S. 30 to
143rd Street; Lockport Street Bridge, Lockport Street from Lily Cache Creek to the "J"Tracks.
Discussions on ratings in the Municipal League, Ft. Beggs reconstruction amd realignment
to create a cross intersection with Roberts Road, the feasibility of extending Pratt Lane south
to connect with Renwick Road; Van Dyke Road from U. S. 30 to 143rd Street Boulevard -
tatal reconstruct/new alignment plus street lights and bikepath took place between the board
members and Engineer Joe Regis.
Dir. Waldock from the Planning Department stated their position is to recommend the
reconstruction of Van Dyke Road as a boulevard.
The concensus of the Board was to authorize Hamilton Engineering to apply for four (4) STP
Grants of which applications will be submitted for the reconstruction of Van Dyke Road as
a boulevard and including two traffic lanes divided by a median strip and center turning
lanes; construct Van Dyke Road box culvert; reconstruct Lockport Street from I-55 to 1.3
miles west of I-55; relocate Ft. Beggs Drive to cross intersect with Roberts Road.

President Peterson told the Board that he would like to discuss the relocation of Fort Beggs
Drive and the possibility of extending Pratt Lane south with members of the school board.
8:06 p.m. Trustee Heimerdinger left the meeting.
M. Lambert moved to adjourn the meeting. Seconded by R. Smolich. Voice vote. 5 yes,
0 no. 1 absent. Motion carried.
8:08 p.m. Meeting adjourned.
