Indiana Code 36-4-7-3 requires the Mayor to fix the compensation of each appointive
officer, deputy and other employees of the city departments, except police officers and
firefighters, prior to September 30 for the ensuing budget year subject to the approval
of Common Council; and
said statute allows the City Clerk to fix the compensation of the deputies and employees
of the Clerk's office prior to September 30 for the ensuing budget year subject to the
approval of Common Council; and
the compensation fixed herein may not be increased during the budget year for which it
is fixed but may be reduced by the Mayor for each appointive officer, deputy and other
employee of the city departments set forth herein or by the City Clerk for employees of
the Clerk's office;
Common Council has previously adopted Ordinance No. 65-2004 to establish salaries
for the year 2005, which has previously been amended by Ordinance No. 10-2005
and Ordinance No. 44-2005, but that due to a reorganization of the Parks
Department, an additional amendment to Ordinance No. 65-2004 is necessary;
by virtue of an operations review of the Parks Department and the vacancies
of certain paid positions of the Parks Department, the Parks Department now
desires, for the purposes of cost containment and efficiency to eliminate, modify
and add certain positions within the Parks Department;
the reorganization of the Parks Department will substantially reduce costs for the Parks
Department and improve efficiency within the Parks Department;
the reorganization of the Parks Department shall become effective as of August 1, 2005.
