HomeMy Public PortalAbout047-2005 - 2005 Budget Amendment - Civilian Salaries (Ord No 65-2004)ORDINANCE NO. 47-2005 AN APPROPRIATION ORDINANCE AMENDING ORDINANCE NO. 65-2004 KNOWN AS THE 2005 SALARY ORDINANCE WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana that the following positions be compensated not in excess of the respective sums hereafter set forth during the calendar year 2005, to wit: Office of the Mayor Department of Parks and Recreation Park Superintendent Assistant Park Superintendent Senior Service Coordinator Senior Center Receptionist Community Recreation Coordinator Director of Administration and Special Projects Secretary Bookkeeper/Clerk Receptionist/Clerk Special Facilities Laborer Outdoor Recreation Coordinator Special Events Coordinator Recreation Division Director Park Division Director Recreation Facilities Specialist Floral Division Supervisor Maintenance Technician II Maintenance Technician I Maintenance Technician I (2) Outdoor Recreation District Supervisor Community Recreation District Supervisor Sports and Fitness District Supervisor Head Mechanic Assistant Mechanic Maintenance Technician II Floral Division Laborer District Crew Laborer (7) Sports/Fitness Coordinator RSVP Coordinator PGA Golf Professional Division Director Highland Lake Golf Professional Glen Miller Golf Professional Head Golf Course Superintendent Greenskeeper/Golf Division Course Foreman TEMPORARY AND PART-TIME In addition to the positions set forth above, the Mayor and the City Department Heads may, as needed, hire and compensate part-time or temporary employees as permitted by their respective budgets. Compensation for these positions may range from $5.15 to $15.00 per hour. ADDITIONAL COMPENSATION In addition to the salaries set forth above, all of the employees, excluding members of the Board of Works, the Aviation Board and the Park and Recreation Board, shall be entitled to additional compensation, such as, overtime, compensation time, etc., and those same fringe benefits as set forth within the City of Richmond Personnel Policy or as stated in negotiated contracts. Hutton, Mayor of the City of Richmond, Indiana, this _4th____ day of August_________, 2005 at 9:05 a.m. ATTEST: S/S Karen Chasteen___, City Clerk (Karen Chasteen) Indiana Code 36-4-7-3 requires the Mayor to fix the compensation of each appointive officer, deputy and other employees of the city departments, except police officers and firefighters, prior to September 30 for the ensuing budget year subject to the approval of Common Council; and said statute allows the City Clerk to fix the compensation of the deputies and employees of the Clerk's office prior to September 30 for the ensuing budget year subject to the approval of Common Council; and the compensation fixed herein may not be increased during the budget year for which it is fixed but may be reduced by the Mayor for each appointive officer, deputy and other employee of the city departments set forth herein or by the City Clerk for employees of the Clerk's office; Common Council has previously adopted Ordinance No. 65-2004 to establish salaries for the year 2005, which has previously been amended by Ordinance No. 10-2005 and Ordinance No. 44-2005, but that due to a reorganization of the Parks Department, an additional amendment to Ordinance No. 65-2004 is necessary; by virtue of an operations review of the Parks Department and the vacancies of certain paid positions of the Parks Department, the Parks Department now desires, for the purposes of cost containment and efficiency to eliminate, modify and add certain positions within the Parks Department; the reorganization of the Parks Department will substantially reduce costs for the Parks Department and improve efficiency within the Parks Department; the reorganization of the Parks Department shall become effective as of August 1, 2005.
