HomeMy Public PortalAbout080_031_DRAFT PROPOSED SCOPE OF SERVICES TO BE PROVIDED DRAFT PROPOSED SCOPE OF SERVICES TO BE PROVIDED The City of Tybee Island is seeking to contract with a professional firm to provide Planning & Zoning Department Services. The goal of the City is to contract with a professional services firm that can successfully provide the requested plan review, permitting, inspection, and department management services to the City on an ongoing and routine basis. The City of Tybee Island operates a very professional and high-paced local government operation. As such, firms submitting a proposal should be capable of being very responsive to the City's changing needs and be able to comprehensively address the complex projects that the City must address on a regular basis. The following services are specifically required: 1. Community Development Director: Provide a dedicated, full-time employee to function as the Community Development Director for the City of Tybee Island. The Director must be able to work well with fellow staff and be able to work with the public in a cooperative manner. This position deals directly with the City's upper management, Planning Commission and City Council, as such, it is essential that this individual be able to function in a professional manner in a political and public environment.This person must have experience working for a local governments in a planning department or related area, and must have at least a Bachelors in city planning or related field. A Masters degree, AICP certification, and CFM certification is preferred. If the proposed director does not have AICP or CFM certification, they must be qualified to take these exams and may be required to seek these certifications within the contract period. The Director will be responsible for overseeing the following functions: • Site plan review: The Director will be responsible for reviewing site plans for compliance with the Land Development Code. The Director must coordinate with the Building Official, Engineer and other City staff to ensure that Site Plans are adequately reviewed prior to approval. • Permitting: The Director will oversee the permitting process, including building permits, tree permits, land disturbing activity permits, and any other applicable development permits. The Director will also manage the City's Permit Administrator, who is currently an employee of the City. The Director must be able to effectively coordinate review and approval of permits and Certificates of Occupancy with the Permit Administrator and Building Inspector. • Building Inspections: The Director will oversee the Building Inspection services described below. • Planning Commission: The Director will act as staff and support the Planning Commission. This includes accepting applications for agenda items, preparing the Planning Commission Packets, coordinating with the City's Permit Administrator on required advertising and notification, and attendance at the planning commission meetings once per month. The Director will also be present at one City Council meeting per month to present any Planning Commission agenda items. • Land Development Code Updated, Implementation, and Enforcement: The Director will be responsible for accepting and reviewing applications for Special Review, Variances, and Text Amendments. The Director must work with the City code enforcement officer to address violations of this code and must also work with the City Attorney to update and revise this code as directed. • Tree Board: The Director will attend Tree Board Meetings and assist the Permit Administrator with facilitation of this group. • Comprehensive and Community Planning. The Director will be responsible for overseeing updated to the City's Master Plan/Comprehensive Plan. The director will utilize the recommendations of the City's plan to make decision regarding Land Development Code Implementation. • NFIP/CRS compliance: The City participated in the National Flood Insurance Program and the Community Rating System program. The Director will be responsible for ensure that development with the City is compliant with this program. This will include, but not be limited to, FEMA inspections for COs, review of Elevation Certificates, providing educational information on flood insurance, and coordinating with the City's Emergency Management Director on the CRS annual report and five-year audits. • Department Administration and Finance: The Director will be responsible for overseeing the budget for the Community Development Department, approving time sheets, etc. 2. Building Official Services: Provide a dedicated Under this contract, the City Building Official will be expected to provide the following list of professional services on an ongoing and routine basis to the City of Tybee Island: • Provide a physical presence in the Tybee Island Building Department, conduct field inspections, plan review and code administration for at least (3) days a week. • Review residential and commercial building construction documents and development plans for compliance to the State Construction and Fire Codes and to City of Tybee Island Development Ordinances and State Amendments. • Perform construction site inspections for compliance to the State Construction and Fire Codes, Tybee Island Building and Flood Damage Control Ordinances. • Sign-off on all building permits (both residential and commercial), building inspections (residential and commercial), flood damage control inspections and certificates of occupancy. • Perform site inspections for compliance to the City of Tybee Island Land Development Code. The building official(s) proposed for this service must be able to demonstrate that he/she has all applicable certifications for the services provided above. 3. Engineering Review Services: The selected firm must be able to provide on-call engineering review services as listed below. Since Engineering services are on call, the proposal only need to include hourly rates for the various types of engineering services provided as well as the resume (s) of the engineer (s) that will be providing those services. • Provide site plan review, advice, comments, drainage review, erosion control review, vegetation and impact assessments, as well as construction observation or supervision, as requested. • Provide engineering consulting services to the City and consult with city staff, management, elected officials, and counsel as appropriate in connections with projects as identified by the City through its authorized agents. • Maintain the appropriate level of qualifications and licensure in the State of Georgia in order to perform all services requested or will notify the City of the absence of any appropriate license or authorization throughput the term of the contract.
