HomeMy Public PortalAboutResolution No. 23 -186 - Resolution for citywide mulchingSponsored by: Commissioner Kelley RESOLUTION NO. 23-186 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO MULCH ALL CITY THOROUGHFARES, ROUNDABOUTS, AND OTHER AREAS DEEMED NECESSARY FOR BEAUTIFYING THE CITY NO LATER THAN JANUARY 9, 2024, AT A TOTAL COST NOT TO EXCEED SIX THOUSAND, FOUR HUNDRED AND FIFTY DOLLARS ($6,450.00); PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, beautification of the City is a top priority to the City and its residents; and WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the best interest of the City and its residents to direct the Interim City Manager to mulch all City thoroughfares, roundabouts, and other areas deemed necessary for beautifying the City no later than January 9, 2024; and WHEREAS, the Interim City Manager estimates that approximately One Thousand, Six Hundred (1,600) bags of mulch will be required for a cost of approximately Three Thousand, Seven Hundred Dollars ($3,700.00). The Interim City Manager has projected that depending on the workload of City staff, the City's landscaping service may be used to spread up to fifty percent (50%) of the mulch for an additional cost of up to Two Thousand, Seven Hundred Fifty Dollars ($2,750.00), with a total approximate cost to the City of Six Thousand Four Hundred Fifty Dollars ($6,450.00). NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directs the Interim City Manager to mulch all City thoroughfares, roundabouts, and other areas deemed necessary for beautifying the City no later than January 9, 2024, at a cost not to exceed Six Thousand, Four Hundred Fifty Dollars ($6,450.00) from the Beautification and Maintenance Department, Grounds Maintenance account. Resolution No. 23-186 SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. The task shall be completed no later than January 9, 2024. Staff Summary: The City created a Beautification Division that assists in maintaining the landscaping, park improvements and preventative maintenance within the City. Currently, there are areas within the City for which mulch could be added to enhance their beauty. As a continuation of the City's initiative to enhance its appearance, the Interim City Manager is directed to lay mulch in all City thoroughfares, roundabouts, and other areas deemed appropriate. This task shall be completed no later than January 9, 2024. DocuSign Envelope ID: 07C2044A-87CE-408B-B334-359B506BE3F3 Financial Impact - It is estimated that approximately 1,600 bags of mulch will be required for a cost of approximately $3,700 per application. The presence of mulch dissipates with time. It is estimated that the mulch would have to be totally replaced at least four times annually for an annual cost of $14,800. This program hadn't been envisioned in the recently presented City Beautification Plan. This comprehensive Beautification plan requires a major commitment of Beautification Division staff time to meet the current requirements of the plan. Consequently, in the absence of available City staff time, the placement, restoration and ongoing maintenance of the mulch would have to be contracted out to the City's landscaping service at an estimated labor cost of $10,000 to $15,000 annually. The Adopted 2024 Budget includes a Grounds Maintenance Budget of $20,000. The total estimated annual cost of this program is estimated to be in the range of $25,000 to $30,000, necessitating a $10,000 budget amendment upon the adoption of this resolution.
