FOR RICHMOND POWER & LIGHT
OCTOBER 15, 2012
The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m., October 15,
2012 in the Council Chambers in the Municipal Building in said City. Vice Chairperson Parker presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Clayton Miller, Don Winget, Larry Parker,
Misty Hollis, Ron Oler and Phil Quinn. Absent was Bruce Wissel.
Also present were: Kerry Vincent, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Russell Davis; Mike Elstro; Randy Baker; Russell Davis and Media.
APPROVAL OF MINUTES:
Mr. Miller moved to approve the minutes of the meeting held October 1, 2012, supported by Ms. Hollis.
Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Winget moved to approve the following bills for
payment, supported by Mr. Miller. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions $ 292,420.34
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 47,212.87
Telecom. Div. Misc. Pre Paid Invoices: 12,742.69
EFT/Direct Deposit of Payroll: 164,751.75
EFT Transfers: 4,607,581.98
Total Bills Not Paid: 227.036.00
Grand Total: $5,022,617.98
STREET LIGHT COMMITTEE: None
OLD BUSINESS: None
NEW BUSINESS:
• Mr. Winget moved to authorize the General Manager to receive quotes on a new cargo mini-van
as previously approved in the budget for the Line Department Locator, to replace Unite #11
Chevy Envoy with 167,500 miles. This motion was supported by Mr. Miller. Upon a vote viva
voce, the motion passed.
REPORT BY GENERAL MANAGER:
• The fuel tanks are still scheduled to be installed by the end of the month.
MISCELLANEOUS BUSINESS: None
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
