FOR RICHMOND POWER & LIGHT
SEPTEMBER 4, 2012
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. September 4,
2012 in the Council Chambers in the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget,
Larry Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also present were: Kerry Vincent, General Manager; Walt Chidester, City Attorney; Karen Chasteen, City
Clerk; Denny Burns, Wayne County Commissioner; Jeff Plasterer, Wayne County Councilor; Media and
Sargeant-at-Arms.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held September 4, 2012, supported by Mr.
Winget. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Parker moved to approve the following bills for
payment, supported by Ms. Hollis. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions $ 603,095.44
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 321,389.46
Telecom. Div. Misc. Pre Paid Invoices: 7,069.04
EFT/Direct Deposit of Payroll: 367,095.44
EFT Transfers: 429,032.97
Total Bills Not Paid: 100.658.04
Grand Total: $1,094,796.31
STREET LIGHT COMMITTEE: None
OLD BUSINESS: None
NEW BUSINESS: None
REPORT BY GENERAL MANAGER:
• Fuel Tanks will be installed the week of October 29
• The 2013 Budget is being developed
• Recent stack tests went well
• RP&L participated in the Lineman Rodeo and was the No. 1 Team
• Mr. Kerry reviewed the after hours outage call procedure
MISCELLANEOUS BUSINESS:
Future Requests for Proposals will include language with respect to "Buy Local". Mr. Chidester will
research potential verbage.
