RESOLUTION NO. 23-188
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO
PROVIDE THE CITY COMMISSION WITH AN UPDATED AND
DETAILED REPORT OF THE CITY'S 5 -YEAR FINANCIAL RECOVERY
PLAN NO LATER THAN JANUARY 5, 2024; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, pursuant to the State and Local Agreement of Cooperation between
the Governor of the State of Florida ("Governor") and the City of Opa-Locka ("City"), the
City was to approve and submit in writing to the Governor, a 5 -Year Financial Recovery
Plan (Plan); and
WHEREAS, at the beginning of each fiscal year, a fifth year shall be added to
the financial recovery plan and must include the information and data of the
preceding years; and
WHEREAS, the plan will be reviewed for recommendations and/or approved
by the Governor's Designee; and
WHEREAS, the City Commission is requesting an updated and detailed report
of the City's 5 -year plan to be provided no later than January 5, 2024; and
WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the
best interest of the City and its residents to direct the Interim City Manager to provide
the City Commission with an updated and detailed report of the City's 5 -year Financial
Recovery Plan no later than January 5, 2024.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager to provide the City Commission with an updated and detailed report of
the City's 5 -year Financial Recovery Plan no later than January 5, 2024.

SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Staff Summary:
Pursuant to the State and Local Agreement of Cooperation between the Governor and the City of Opa-locka,
the City was required to approve and submit a 5 -year financial recovery plan. At the beginning of each fiscal
year, a fifth year shall be added to the financial recovery plan and must include the information and data of the

Proposed Action
It is recommended the City Commission of the City of Opa-locka approves legislation directing the
Interim City Manager to provide the City Commission with a detailed report of the City's 5 -year plan. The
report shall be submitted no later than January 5,2024.
