FOR RICHMOND POWER& LIGHT
MAY 21, 2012
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. May 21, 2012 in the
Council Chambers in the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Larry
Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also present were: Kerry Vincent, Interim General Manager; Walt Chidester, City Attorney; Karen Chasteen,
City Clerk; and Mike Elstro of RP&L..
APPROVAL OF MINUTES:
Mr. Miller moved to approve the minutes of the meeting held May 7, 2012, supported by Mr. Parker. Upon a
vote viva voce,the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mr. Parker moved to approve the following bills for payment,
supported by Ms. Hollis. Upon a vote viva voce,the motion passed.
Bills Already Paid:
Payroll and Deductions $ 377,016.76
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 146,364.82
Telecom. Div. Misc. Pre Paid Invoices: 50,578.50
EFT/Direct Deposit of Payroll: 337,653.13
EFT Transfers: 4,766,150.85
Total Bills Not Paid: 195.587.05
Grand Total: $4,961,737.90
STREET LIGHT COMMITTEE: None
OLD BUSINESS:
• June 1 —4:30 (phone conference); 7 pm (job interview session)
NEW BUSINESS:
• REPLACEMENT OF TRUCK #13: Mike Elstro reported it would cost approximately $14,500 to
replace the engine in Unit#13. At the current time a rental is$2,700/month. Mr. Vincent stated staff is
looking for a 2012 demo truck with low miles to replace Unit #13. The budget for this truck is
$135,000.00.
• AUTHORIZE THE BOARD CHAIR TO EXTEND THE CONTRACT WITH INDIANA MUNICIPAL
POWER AGENCY FOR INTERIM GENERAL MANAGER SERVICES: Mr. Parker moved to extend
this contract for as long as needed, supported by Mr. Quinn. Upon a vote viva voce, the motion
passed.
REPORT BY GENERAL MANAGER: None
MISCELLANEOUS BUSINESS:
• Mr. Parker reported on his first meeting as a Commissioner to the Indiana Municipal Power Agency.
• IMPA Chair Raj Rao visited the RP&L plant/employees last week and, along with Mr. Vincent, taped a
PI Live segment which will be aired May 31.
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
