HomeMy Public PortalAboutResolution No. 23 - 183 - Reso to develop a Citywide Housing Task ForceSponsored by: Mayor Taylor RESOLUTION NO. 23-183 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO DEVELOP AN OPA-LOCKA CITYWIDE HOUSING TASK FORCE TO ENSURE THAT ALL HOUSING COMPLEXES WITHIN THE CITY ARE ADHERING TO MUNICIPAL, COUNTY, STATE AND FEDERAL REGULATIONS AND ARE OF LIVABLE STANDARDS; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS the City of Opa-Locka ("City") desires to take measures to ensure that sanitary, safe and habitable dwelling accommodations exists and are available to City residents; and WHEREAS, in order to expand its initiative, the City desires to develop a citywide Housing Task Force to access rental housing complexes within the City and determine whether said complexes are adhering to municipal, county, state and federal regulations for basic livable standards; and WHEREAS, structured plan to include a full listing of assigned staff, listing of housing complexes and a detailed deployment schedule shall be presented to commission within 30 days and prior to the deployment of the task force; and WHEREAS the City Commission of the City of Opa-Locka finds that it is in the best interest of the City and its residents to direct the Interim City Manager no later than January 30, 2024 to formally develop an Opa-Locka Citywide Housing Task Force to review whether housing complexes within the City are adhering to municipal, county, state and federal regulations and of livable standards. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: SECTION 1. RECITALS ADOPTED. The recitals to the preamble herein are incorporated by reference. SECTION 2. AUTHORIZATION The City Commission of the City of Opa-Locka hereby directing the Interim City Manager by January 30, 2024, to formally develop an Opa-Locka Citywide Housing Task Force to review whether all housing complexes within the City are adhering to municipal, county, state and federal regulations and of livable standards. Resolution No. 23-183 SECTION 3. SCRIVENER'S ERRORS. Sections of this Resolution may be renumbered or re -lettered and corrections of typographical errors, which do not affect the intent of this Resolution may be authorized by the Interim City Manager, following review by the City Attorney, without need of public hearing, by filing a corrected copy of same with the City Clerk. SECTION 4. EFFECTIVE DATE This Resolution shall take effect upon the adoption and is subject to the approval of the Governor or Governor's Designee. Staff Summary: The City Commission has expressed that the health and safety of its residents is a very high priority. Recently, the City created a "Housing Task Force" to inspect and remediate the deplorable living and physical conditions of a complex after various complaints from the residents that reside there. The progress that stemmed from these efforts has led to an outpouring of inquiries from other residents seeking similar assistance and enforcement at other housing complexes throughout the City. As a continuation of this work, the City Commission desires to formally develop a citywide Housing Task Force to ensure all Opa-locka housing complexes are providing livable standards and are adhering to the housing regulations adopted by the City, Miami -Dade County, the State of Florida and all Federal entities. A structured plan to include a full listing of assigned staff, listing of housing complexes and a detailed deployment schedule shall be presented to Commission within 30 days and prior to the deployment of the task force. DocuSign Envelope ID: 7B607E7B-02C9-4899-844A-73CA12036BA3 Financial Impact: The City's primary investment in the current Housing Task Force is staff time, although it has been necessary to occasionally engage professional services for such things as mold assessment. The City is tasked with returning in 30 days with the structure of the organization and identification of housing complexes that could be included in this program. The staffing requirements will be defined by the number of complexes involved, the severity of the potential problems and the willingness of the property owners to rectify problems that have caused substandard living conditions. Since a Housing Task Force diverts staff from other regular duties, it may be necessary to hire additional full-time or part-time staff if the problem is broad enough. When staff returns in 30 days with an implementation plan, any additional cost requiring a budget amendment will be identified as part of the plan. Proposed Action It is recommended the City Commission of the City of Opa-locka approves legislation directing the Interim City Manager to formally develop a citywide Housing Task Force to ensure all housing complexes are adhering to City, County, State and Federal housing regulations and maintaining livable standards and return to the City Commission within 30 days with an implementation plan.
