RESOLUTION NO. 23-184
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER AND
CITY CLERK TO WORK WITH MAYOR JOHN H. TAYLOR TO DEVELOP
AND IMPLEMENT A "BRIGHT HOME OF THE MONTH" PROGRAM,
ENCOURAGING AND INCENTIVIZING RESIDENTS TO BEAUTIFY
THEIR HOMES; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in support of the beautification efforts within the City of Opa-Locka
("City"), the City Commission desires to create a community program that incorporates
beautification as a core goal and mission; and
WHEREAS, a "Bright Home of the Month" Program, would recognize residents
for their efforts to maintain the exterior area of homes in good condition and also
encourage and incentivize residents to beautify their homes; and
WHEREAS, jointly, Mayor Taylor, the Interim City Manager and the City Clerk
will work to develop and execute the "Bright Home of the Month Program" as a citywide
initiative not to exceed a budget of Two Thousand, Five Hundred Dollars ($2,500.00)
annually; and
WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the
best interest of the City and its residents to direct the Interim City Manager and City Clerk
to work with Mayor John H. Taylor to develop and implement a "Bright Home of the
Month" Program, encouraging and incentivizing residents to beautify their homes.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager and City Clerk to work with Mayor John H. Taylor to develop and
implement a "Bright Home of the Month" Program, encouraging and incentivizing
residents to beautify their homes.

SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4.
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Short Title:
A resolution of the City Commission of the City of Opa-locka directing the Interim City Manager and City Clerk
to work with Mayor John H. Taylor to develop and roll out a "Bright Home of the Month Program", encouraging
and incentivizing residents to beautify their homes.
Staff Summary:
As a part of the City's Beautification Efforts, the City would like to provide an incentive initiative that
encourages residents to enhance and beautify their homes. Jointly, Mayor Taylor, the Interim City Manager
and the City Clerk will work to develop and execute the "Bright Home of the Month Program" as a citywide
initiative not to exceed a budget of $2,500 annually.
Financial Impact: For the first year of this program, it will be charged to Non -Department - General Expense
(19-519493) with a budget of $25,000.

Proposed Action
It is recommended the City Commission of the City of Opa-locka approves legislation directing the Interim City
Manager and City Clerk to work with Mayor John H. Taylor to develop and roll out a "Bright Home of the Month
Program", encouraging and incentivizing residents to beautify their homes.
