RESOLUTION NO. 23-182
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, DIRECTING THE INTERIM CITY MANAGER TO
TAKE ALL NECESSARY STEPS TO SUPPORT THE OPA-LOCKA
PRESERVATION ASSOCIATION IN THE CREATION AND
DEVELOPMENT OF THE OPA-LOCKA HERITAGE TRAIL, A 15 -
STATION OUTDOOR WALKING MUSEUM EXPERIENCE LOCATED IN
THE DOWNTOWN AREA OF THE CITY; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, The Opa-Locka Preservation Association was established to connect
with the Opa-Locka community through hosting events, such as walking tours to engage
residents and reinvigorate interest in historical and environmental activities; and
WHEREAS, The Opa-Locka Preservation Association, in conjunction with the City of
Opa-Locka and funded by The Opa-Locka Development Corporation d/b/a Ten North
Group, created and developed the Opa-Locka Heritage Trail, a first -of -its -kind, 15 -station
outdoor walking museum experience; and
WHEREAS, The Heritage Trail has been supported by several county and state
leaders, as well as subject matter experts, including Black historian and author Dr. Marvin
Dunn, county archaeologist Jeff Ransom, FEC Railway historian and professor Seth
Bramson, and others; and
WHEREAS, the purpose of this public installation is to showcase and celebrate the
history of Opa-Locka and its people dating back to its founding years. The trail will
consist of 15 signs that are 24x36" with double mounts, and two (2) wayfinding verticals
strategically placed in highly trafficked areas; and
WHEREAS, with Ten North Group funding the creation and production of the
signs, the City of Opa-Locka is being asked to permit and install the signs alongside the
sidewalks in the proposed route. The Opa-Locka Heritage Trail supports the larger
initiative to promote and protect the historical framework of the city of Opa-Locka's
history; and
WHEREAS, each sign of the Heritage Trail will include rare images and forgotten
stories that help educate residents and visitors. The Heritage Trail supports tourism,
economic revitalization, and community engagement and walkability in the downtown
core; and

WHEREAS, The Heritage Trail incorporated original artifacts, documents, and
stories held at the University of Miami, History Miami Museum, the Miami Springs
Historical Society and Museum, the Black Archives, Miami -Dade County, Miami -Dade
Public Library System, the City of Opa-Locka, and the State of Florida; and
WHEREAS, the City Commission of the City of Opa-Locka finds that it is in the
best interest of the City and its residents to direct the Interim City manager to take all
necessary steps to support The Opa-Locka Preservation Association in the creation and
development of the Opa-Locka Heritage Trail.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF OPA LOCKA, FLORIDA:
SECTION 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby directs the Interim City
Manager, and any subsequent City Manager, to take all necessary steps to support
The Opa-Locka Preservation Association in the creation and development of the
Opa-Locka Heritage Trail, a 15 -station outdoor walking museum experience for
the downtown area of the City.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be
authorized by the Interim City Manager, following review by the City Attorney,
without need of public hearing, by filing a corrected copy of same with the City
Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval
of the Governor or Governor's Designee.

Financial Impact: The cost of the required sign posts will be less than $1,500. The signs will be installed by
City staff.
Proposed Action
It is recommended the City Commission of the City of Opa-locka approves legislation directing the Interim City
Manager to take all necessary steps to support The Opa-locka Preservation Association in the creation and
development of the Opa-locka Heritage Trail.
