HomeMy Public PortalAboutResolution No. 23 - 190 - Resolution approving an special certificate of appropriateness for 1011 Sharar AvenueSponsored by Interim City Manager RESOLUTION NO. 23-190 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, APPROVING THE RECOMMENDATION OF THE HISTORIC ENVIRONMENTAL PRESERVATON BOARD TO ISSUE A SPECIAL CERTIFICATE OF APPROPRIATENESS FOR THE COMPLETE INTERIOR RENOVATION OF THE EXISTING STRUCTURE AND STRIP EXTERIOR WALLS TO CONCRETE MASONRY UNIT; KITCHEN AND ALL BATHROOM PLUMBING FIXTURES TO BE RECONFIGURED AND REPLACED; ALL EXTERIOR WINDOWS AND DOORS TO BE REMOVED AND REPLACED WITH IMPACT WINDOWS AND DOORS TO CODE; REMOVE AND REPLACE EXISTING FLOOR JOISTS AS NEEDED; REPAIR CEILING RAFTERS AS NEEDED; REPAIR EXTERIOR STUCCO AS NEEDED AND REPAINT; RAISE WEST ELEVATION WINDOWS TO THEIR ORIGINAL HEIGHT OF 3 FEET ABOVE FINISHED FLOOR TO COMPLETE THE RESTORATION AND RENOVATION OF THE STRUCTURE AT 1011 SHARAR AVENUE PROPOSED FOR THIS REGISTERED HISTORIC PROPERTY; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Opa-Locka, Florida, has established a Historic Preservation Ordinance, and established the Historic Environmental Tree Preservation Board by Ordinance 16-13 in order to preserve and protect the City's historic and cultural heritage and to foster civic pride; and WHEREAS, the Historic Environmental Preservation Board also established to protect the green environment especially, the preservation of trees in the City in order to support Arbor Day principles; and WHEREAS, the City is required to have a fully functional process as required by Miami -Dade County in order to maintain the City's separate, independent Historic Preservation Ordinance. The City has adopted Ordinance 2022-02 to establish minimum standards for municipal historic preservation programs as set forth in the Miami -Dade County Historic Preservation Ordinance Section 16A-3.1; and WHEREAS, the Historic Preservation Ordinance permits issuance of a Special Certificate of Appropriateness for a building permit to allow for the following Resolution no. 23-190 improvements: the complete interior renovation of the existing structure and strip exterior walls to concrete masonry unit, the kitchen and all bathroom plumbing fixtures to be reconfigured and replaced; all exterior windows and doors to be removed and replaced with impact windows and doors to code; remove and replace existing floor joists as needed; repair ceiling rafters as needed; repair exterior stucco as needed and repaint; raise west elevation windows to their original height of 3 feet above finished floor on the structure at 1011 Sharar Avenue after an approval recommendation by the Historic Environmental Preservation Board, and review and approval by the City Commission in accordance with Ordinance 2022-02; and WHEREAS, at its meeting of October 26, 2023, the Historic and Environmental Preservation Board unanimously approved the request for a certificate of appropriateness for the historic renovation of the structure at 1011 Sharar Avenue and for new construction on the property. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA AS FOLLOWS: Section 1. Recitals. The recitals to the preamble herein are incorporated by reference. Section 2. Approving Issuance of Certificate of Appropriateness. The City Commission of the City of Opa-Locka hereby accepts the recommendation of the Historic Environmental Preservation Board to issue a Special Certificate of Appropriateness for the structure at 1011 Sharar Avenue to allow for the following improvements: to the complete interior renovation of the existing structure and strip exterior walls to concrete masonry unit, the kitchen and all bathroom plumbing fixtures to be reconfigured and replaced; all exterior windows and doors to be removed and replaced with impact windows and doors to code; remove and replace existing floor joists as needed; repair ceiling rafters as needed; repair exterior stucco as needed and repaint; raise west elevation windows to their original height of 3 feet above finished floor on the structure at 1011 Sharar Avenue on this registered historic property. Section 3. Scrivener's Errors. If any clause, section, or other part or application of this Resolution is held by any court of competent jurisdiction to be unconditional or invalid, in part or in application, it shall not affect the validity of the remaining portions or application of this Resolution. The application is for the historic renovation of the property in order to keep its use. • The site is relatively unchanged since the 1926 Bernhard Muller -designed home was built. Only the home exists on the site. II. Project Details Originally the Cravero House, 1011 Sharar Street is the last remaining sultan chimney house where the chimney exists as originally drawn and is one of some 80 houses from the original Opa-locka development. It is one of a limited number of houses that is both nationally and locally designated. The applicant intends to undertake a complete historic renovation of the 1926 residence inclusive of replacement of non- compliant rectangular non -original windows with code compliant windows that match the shape and configuration of the original horseshow windows. The two main windows on the front/south facade will feature horseshoe arches as per the originals. Throughout awning windows will be replaced with single pane awning windows. The long -since removed dome over the porte-cochere will be replaced with one that meets the current South Florida Building Code. Applied eaves currently covered in asphalt tile and shingles will be covered in Cuban tile to match the original condition. The crenellated parapet will be retained and strengthened to meet code. As it relates to other historic activities: - At the Preservation on Main Street conference that occurred two weeks ago in Ocala, Florida, the Florida Trust for Historic Preservation, a partner organizer, announced their 2023 11 To Save list. I'm pleased to inform you and all that the 1926 Opa-locka Bank, a national and local historic landmark, was awarded the status of 11 To Save, bringing awareness of this structure's rehabilitation needs to the entire Florida preservation community. As a result, technical resources and other contacts may come as a result of this exposure, something I'll be happy to continue facilitating in an effort to get the current owner to come to an agreement to restore the building. - On Saturday, July 29, Discover Opa-locka hosted its second successful historic tour, the first being May 20. At two hours in length and with 29 people in attendance (initially 68 had signed up via Eventbrite), we had a great time. Best of all was the direct benefit to our local business, JuiceDefined. We partnered to promote the event and offered visitors a special 15% off their menu items. Approx. 15 people from the tour to JuiceDefined! On a separate note, I was hoping that staff could provide an important in regards to the $100,000.00 historic home grant program. Is this being deployed? If so, when and how?
