FOR RICHMOND POWER& LIGHT
DECEMBER 5, 2011
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. December 5, 2011 in
the Council Chambers in the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Bruce Wissel, Clayton Miller, Larry Parker, Diana Pappin, Bob Goodwin
and Phil Quinn. Absent were Kelly Cruse-Nicholson and Bing Welch.
Also present were: Walt Chidester, City Attorney; Steve Saum, General Manager; and Karen Chasteen, City
Clerk.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the Executive Session held November 7, 2011; Regular Me ting
and Executive Session held November 21, 2011; Special Meeting and Executive Session held December 1,
2011, supported by Mr. Miller. Upon a vote viva voce,the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bill. for
payment,supported by Mr. Goodwin. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions $ 319,825.17
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices $ 171,808.67
Telecom. Div. Misc. Pre Paid Invoices: $ 19,629.67
EFT/Direct Deposit of Payroll: $ 146,988.07
EFT Transfers: $ 104,255.93
Total Bills Not Paid: $ 324.147.71
Grand Total: $ 792,679.08
STREET LIGHT COMMITTEE:
Many street lights are burned out at the present time and crews are working to replace them.
OLD BUSINESS:
• Award bid on a new 2012 Digger Derrick, to replace Unit#4, as pre-approved in the budget.
Mr. Saum recommended this bid be awarded to Altec in the amount of One Hundred Sixty 'even
Thousand One Hundred Eighty Eight Dollars ($167,188). The second bid was received from De co in
the amount of Hundred Sixty Seven Thousand One Hundred Ninety Five Dollars ($167,195). Th- Law
Department will review these bids to be brought back for award on December 19, 2011.
NEW BUSINESS:
Orientation of new Board members was held last week.
REPORT BY GENERAL MANAGER:
• Generation is low but steady.
• The work on the brick at the Whitewater Valley Substation is progressing.
MISCELLANEOUS BUSINESS:
None
