Board of Directors
November 21, 2011 at 6:00 p.m.
Held at the Third Floor Conference Room adjacent to the Law Department, City Building, 50 North 5th
Street, Richmond, Indiana
Present: Board members present were: Jack Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clay
Miller, Larry Parker, Bob Goodwin, Diana Pappin and Phil Quinn.
Board member absent: Bing Welch.
Also present were Steve Saum and Walt Chidester.
The general substance of the matter discussed was discussion of strategy with respect to the initiation of
litigation or litigation that is either pending or has been threatened specifically in writing. Indiana Code 5-
14-1.5-6.1 (b) (2) (B)
This is to certify that no subject matter was discussed in the executive session other than the subject
matter specified in the public notice.
