FOR RICHMOND POWER & LIGHT
APRIL 4, 2011
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. April 4, 2011 in
the Council Chambers in the Municipal Building in said City. Chairperson Wissel presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch,
Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn.
Also present were: Steve Saum, General Manager; Walt Chidester, City Attorney and Karen Chasteen,
City Clerk.
APPROVAL OF MINUTES:
Mr. Miller moved to approve the minutes of the regular meeting held March 21 and Executive Session
held March 28, 2011, supported by Mr. Quinn. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for
payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions 311,092.48
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 205,971.19
Telecom. Div. Misc. Pre Paid Invoices: 80,192.27
EFT/Direct Deposit of Payroll: 126,653.90
EFT Transfers: 77,806.39
Total Bills Not Paid: 124,144.38

STREET LIGHT COMMITTEE: Mr. Elstro—no report
OLD BUSINESS: No report
NEW BUSINESS: No report
REPORT BY GENERAL MANAGER:
• Currently generating—the new transformer will be installed the week of April 18
• Coal shipments are arriving
• A 30-day rate filing adding street lights will be filed
• Scattered outages were reported on April 4 due to lightning
• Energy for Waste appraisals have been received and are being reviewed
• The Indiana Municipal Power Agency is hosting a day trip to Tremble County on May 26
