HomeMy Public PortalAbout03-21-2011 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT MARCH 21, 2011 The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. March 21, 2011 in the Council Chambers in the Municipal Building in said City. Chairperson Wissel presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley,Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. Also present were: Walt Chidester, City Attorney; Steve Saum, RP&L General Manager; Karen Chasteen, City Clerk; Tony Foster, Director of Metropolitan Development; Greg Steins, Director of Public Works; Bill Thistlethwaite, Park Superintendent; Rich Cody, Parallax; Chris Hardie; Misty Hollis; and Nancy Saum. APPROVAL OF MINUTES: Mr. Parker moved to approve the minutes of the meeting held March 7, 2011, supported by Mr. Welch. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed. Bills Already Paid: Payroll and Deductions 314,800.05 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 501,774.70 Telecom. Div. Misc. Pre Paid Invoices: 2,342.42 EFT/Direct Deposit of Payroll: 127,672.7.1 EFT Transfers: 3,164,544.43 Total Bills Not Paid: 1'12,819.78 Grand Total: $3,968,608.67 STREET LIGHT COMMITTEE: Mr. Elstro stated there was no report. OLD BUSINESS: • AWARD CONTRACT for Energy from Waste partnership: Mr. Quinn moved to award the contract to Cate Street Capital as recommended by Mr. Saum, supported by Mr. Miller. Upon a vote viva voce, the motion passed. NEW BUSINESS: • PARALLAX: Mr. Cody review the Year of 2010. Payments have been made to RP&L for principal and interest. REPORT BY GENERAL MANAGER: • No generation due to mild weather • Mr. Saum met with Rep. Pence and Senators Lugar and Coats during his trip to Washington, D.C. They are all willing to oppose the Environmental Protection Agency regarding issues relative to RP&L. • There will be an Executive Session on March 28, PM with a State of the Company address following at 6:30. MISCELLANEOUS BUSINESS: No Miscellaneous Business at this time. ADJOURNMENT: There being no further business and a motion duly made, the meeting was adjourned.
