HomeMy Public PortalAbout03-07-2011 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT MARCH 7, 2011 The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. March 7, 2011 in the Council Chambers in the Municipal Building in said City. Chairperson Wissel presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. Also present were: Randy Baker, RP&L Corporate Services Director; Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Bobby Farris, Fire Inspector; Jim Hair, Misty Hollis, Dave Stidham, Ron Oler and Mike Bennett. APPROVAL OF MINUTES: Mr. Parker moved to approve the minutes of the meeting held March 7, 2011, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed. Bills Already Paid: Payroll and Deductions 309,331.92 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 1,051,885.96 Telecom. Div. Misc. Pre Paid Invoices: 86,838.79 EFT/Direct Deposit of Payroll: 123,860.06 EFT Transfers: 77,115.84 Total Bills Not Paid: 99,855.73 Grand Total: $1,501,168.18 STREET LIGHT COMMITTEE: Mr. Elstro reported there is no new business. OLD BUSINESS: • Award bid on constructing a new Storeroom building as previously approved in the budget. Mr. Baker recommended all bids be rejected. Mr. Parker moved to accept Mr. Baker's recommendation, supported by Mr. Quinn. Upon a vote viva voce, the motion passed. • Open bids on a transformer for the White Water Valley Generating Station: Mr. Parker moved to accept the Proof of Publication as presented, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The following bids were submitted: 1. ADB (South Boston, VA) $707,252.00 2. Pennsylvania Transformer Tech (Pennsylvania) $710,824.00 3. Virginia Transformer Corp (Roanoke, VA) $741,885.00 4. WEQ Electric Corp (Duluth, IA) $648,312.00 5. Niagara Transformer Corp. (Buffalo, NY) $896,675.00 6. Waukesha Electronic Systems (Waukesha, WI) $726,292.00 7. Delta Star(Lynchburg, VA) $740,275.00 Mr. Quinn moved to refer bids on a transformer to the General Manager for tabulation, evaluation, and recommendation, supported by Mr. Miller. Upon a vote viva voce, the motion passed. . • Open proposals for EFW partnerships. Mr. Miller moved to accept the Proof of Publication as presented, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The following proposal was submitted: Cate Street Capital Mr. Miller moved to refer proposals for EFW partnerships to the General Manager for evaluation and recommendation, supported by Mr. Parker. Upon a vote viva voce, the motion passed. NEW BUSINESS: There was no new business. REPORT BY GENERAL MANAGER: Mr. Saum reported: ■ Board meeting on March 28 at 6:00 pm to discuss the Annual Report ■ Whitewater substation has not been generating due to the recent mild weather • Legislative Rally hosted by IMPA on March 22 • Mr. Saum attended the American Public Power Association meeting in Washington, D.C. and met with Reps Pence and Coats and Sen. Lugar. A Press Release by the Indiana Municipal Power Agency re the Demand Site Management Project was distributed to Board members MISCELLANEOUS BUSINESS: There was no Miscellaneous Business.
